3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER
5 TO ENTER INTO A CONTRACT IN THE AMOUNT OF SIXTY-FOUR
6 THOUSAND, TWO HUNDRED THIRTEEN AND 65/100 DOLLARS
7 ($64,213.65), WITH MOTOROLA, INC., AS THE SOLE-SOURCE
8 PROVIDER FOR THE PURCHASE OF FIFTEEN (15) MOTOROLA
9 PORTABLE RADIOS FOR PATROL UNITS FOR THE LITTLE ROCK
10 POLICE DEPARTMENT; AND FOR OTHER PURPOSES.

12 WHEREAS, the Little Rock Police Department needs fifteen (15) radios for Police patrol units for
13 essential law enforcement and as a part of the standard upfit package for each patrol vehicle; and,
14 WHEREAS, Motorola, Inc., is the sole supplier of radio equipment for the City of Little Rock which
15 makes it impractical and unfeasible to submit this purchase to competitive bids; and,
16 WHEREAS, Motorola has submitted a quote for the purchase of fifteen (15) portable radios for
17 police patrol units, in an amount of Sixty-Four Thousand, Two Hundred Thirteen and 65/100 Dollars
18 ($64,213.65);
19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors finds that it is impractical and unfeasible to bid and, therefore,
22 authorizes the City Manager to dispense with competitive bidding and enter into a contract in the amount
23 of Sixty-Four Thousand, Two Hundred Thirteen and 65/100 Dollars ($64,213.65), with Motorola, Inc., as
24 the sole-source provider for the purchase of fifteen (15) Motorola portable police radios for Little Rock
25 Police Department patrol units.
26 Section 2. Funds for this purchase are allocated in the 3/8-Cent Sales Tax Account.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 ordinance.
32 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
33 any provision of this ordinance are hereby repealed to the extent of such conflict.
