3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
s ENTER INTO A CONTRACT WITH RUSS BASSETT CORPORATION AS
6 THE SOLE-SOURCE PROVIDER OF CUSTOMIZED MODULAR
7 COMMUNICATIONS FURNITURE, WHICH IS COMPATIBLE WITH
8 COMMUNICAITONS EQUIPMENT PURCHASED FROM MOTOROLA,
9 IN THE AMOUNT OF THREE HUNDRED FIFTY-TWO THOUSAND,
10 ONE HUNDRED NINETY-NINE AND 05/100 DOLLARS ($352,199.05);
11 AND FOR OTHER PURPOSES.

13 WHEREAS, the Little Rock Police Department (LRPD) has consulted with Motorola to secure
14 appropriate communications modular furniture which is ADA compliant and customized to accommodate
15 the Motorola dispatch and communications equipment purchased for the Communications Center; and,
16 WHEREAS, Russ Bassett Corporation is the sole provider of this type of modular dispatch and
17 communications furniture that is approved by Motorola; and
18 WHEREAS, Russ Bassett Corporation has submitted a proposal to provide the compatible furniture
19 for the amount of Three Hundred Fifty-Two Thousand, One Hundred Ninety-Nine and 05/100 Dollars
20 ($352,199.05),which includes taxes and installation by a certified installation company;
21 WHEREAS, because it would be impractical and unfeasible to bid, competitive bidding should be
22 waived and the contract awarded to Russ Bassett Corporation as the sole source provider of the customized
23 modular communications furniture described above.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The Board of Directors finds that competitive bidding should be dispensed with and a
27 contract be awarded to Russ Bassett Corporation as a sole-source provider for the purchase of customized
28 modular communications furniture that is compatible with Motorola communications consoles which are
29 ADA compliant and are customized for the type of Motorola communications equipment which has been
30 purchased for the Communication Center.
31 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
32 into a contract with Russ Bassett Corporation in the amount of Three Hundred Fifty-Two Thousand, One

1 Hundred Ninety-Nine and 05/100 Dollars($352,199.05),which includes taxes and installation by a certified
2 installation company, for the purchase of the equipment described above.
3 Section 3. Funds for this purchase are available from the 3/8-cent 911/311 Capital Projects Sccount.
4 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
5 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
6 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
7 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance.
8 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
9 ordinance are hereby repealed to the extent of such inconsistency.
