3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH NORTHROP GRUMMAN
6 CORPORATION AS THE SOLE-SOURCE PROVIDER FOR THE
7 UPGRADE OF THE CITY'S CURRENT 911 COMPUTER-AIDED
8 DISPATCH SYSTEM; AND FOR OTHER PURPOSES.

10 WHEREAS, the current Computer-Aided Dispatch (CAD) System for the City's 911 Emergency
11 Center was purchased in 1996 from PRC, now a Northrop Grumman Corporation, and is well beyond the
12 time for the system to be upgraded; and,
13 WHEREAS, the Information Technology Department has evaluated the status of the system and
14 contacted Northup Grumman for a system assessment; and,
15 WHEREAS, Northrup Grumman has recommended that the main servers be replaced, a server be
16 added at the disaster recovery site, a mirrored system be provided which minimizes potential data loss in
17 the event of a system failure, and the dispatch workstations be upgraded to newer network software; and,
18 WHEREAS,Northrop Grumman has submitted a proposal to upgrade the hardware, operating system
19 and database of the current Altaris CAD System in the amount of Four Hundred Eighty-Two Thousand,
20 Twenty Dollars ($482,020.00) for the network servers and Eighteen Thousand, Seven Hundred Thirteen
21 Dollars($18,713.00) for the network software, excluding all applicable taxes; and
22 WHEREAS,the Northrup Grumman software is proprietary and no other vendor can supply the needed
23 components nor the expertise to provide alternative software configurations; and,
24 WHEREAS, because it would be impractical and unfeasible to bid, competitive bidding should be
25 waived and the contract awarded to Northrop Grumman as the sole-source provider of the system upgrade
26 as described above.
27 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The Board of Directors finds that competitive bidding should be dispensed with in the
30 upgrading of the CAD System for the City's 911 Emergency Center, as an exceptional situation exists that
31 makes competitive bidding impractical and infeasible, and no other vendor can supply the needed
32 components nor the expertise to provide alternative software configurations.

Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
2 into a contract with Northrop Grumman for the upgrading of the 911 CAD System in the amount of Four
3 Hundred Eighty-Two Thousand, Twenty Dollars ($482,020.00) for the network servers and Eighteen
4 Thousand,Seven Hundred Thirteen Dollars($18,713.00)for the network software,plus all applicable taxes.
5 Section 3. Funds for this purchase are available from the 911/311 3/8-Cent Capital Projects Account.
6 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
7 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
8 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
9 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance.
10 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
11 ordinance are hereby repealed to the extent of such inconsistency.
