HomeMy WebLinkAbout20876 1 ORDINANCE NO. 20,876 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A CONTRACT IN THE AMOUNT OF SEVENTY-FIVE 6 THOUSAND, FIVE HUNDRED EIGHTY-FIVE DOLLARS ($75,585.00), 7 WITH MED-ENG, AS THE SOLE-SOURCE PROVIDER FOR THE 8 PURCHASE OF THREE (3) EOD 9 BOMB SUITS FOR THE LITTLE 9 ROCK FIRE BOMB SQUAD TECHNICIANS; AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, since September 11, 2011, the City of Little Rock has become eligible for several 13 emergency service equipment grants; and, 14 WHEREAS, the Little Rock City Manager's Office/Emergency Management Division is committed 15 to improving explosive ordnance disposal operations throughout the City; and, 16 WHEREAS, in order to accomplish this goal, the Emergency Management Division proposes the 17 purchase of three(3)EOD 9 Bomb suits, for use by the Little Rock Fire Department Bomb Squad; and, 18 WHEREAS, the EOD 9 Bomb Suit is the current suit utilized and approved by the Little Rock Fire 19 Bomb Technicians,and the ability to maintain one type of specialized equipment makes it impractical and 20 unfeasible to competitively bid this item, such bidding should be waived and the contract awarded to 21 MED-ENG, as the sole-source provider for the purchase of three (3) EOD 9 Bomb Suits, at a cost of 22 Seventy-Five Thousand, Five Hundred Eighty-Four Dollars, ($75,584.00), for use by the Little Rock Fire 23 Department Bomb Squad; 24 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The Board of Directors fmds that it is impractical and unfeasible to bid these items, and 27 authorizes the City Manager to enter into a contract in the amount of Seventy-Five Thousand, Five 28 Hundred Eighty-Four Dollars, ($75,584.00), with MED-ENG, as the sole-source provider for the 29 purchase of three(3)EOD 9 Bomb Suits for the Little Rock Fire Bomb Squad. 30 Section 2. The State Homeland Security Grant program is providing 100% of the funds for this 31 purchase with no fiscal impact on the City of Little Rock. 32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 33 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or [Page 1 of 2] 1 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 3 ordinance. 4 Section 4. Repealer.
