AN ORDINANCE ESTABLISHING VIMY RIDGE
MUNICIPAL WATER IMPROVEMENT DISTRICT N0. 139.
WHEREAS, parties claiming to be a majority in value or
more in assessed value of real property located within the
territory hereinafter described have filed petitions praying
that an improvement district be established for the purposes
hereinafter set out, and
WHEREAS, after due notice as required by law, the Board of
Directors of the City of Little Rock, Arkansas, has heard all
the parties desiring to be heard, and has ascertained that said
petitions were signed by a majority or more in assessed value
of the owners of real property (and a majority or more of the
owners of real property) within said territory, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of
Little Rock, Arkansas:
Section 1. There is hereby established an improvement
district embracing the following property in the City of Little
Rock, County of Pulaski, State of Arkansas, to -wit:
A tract of land situated in Sections 8, 9, 10, 15,
16, and 17 Township 1 South Range 13 West Pulaski
County Arkansas; including the following described
lands:
In said Section 17 the SW 1/4; the SE 1/4; the SE
1/4, NE 1/4; the S 1/2, NE 1/4, NE 1/4; the SE 1/4,
NW 1/4; the SW 1/4, NE 1/4; and the NW 1/4, NE 1/4
less and except the West 165 feet of said NW 1/4, NE
1/4, and less and except a parcel described as
Beginning at a point 165 feet East of the Northwest
Corner of Said NW 1/4, NE 1/4 thence East 165 feet;
thence South 264 feet; thence West 165 feet; thence
North 264 feet to the Point of Beginning.
In said Section 16 the SW 1/4; the SE 1/4; the NE 1/4
less and except the N 1/2, NW 1/4; NE 1/4; the S 1/2,
NW 1/4; the W 1/2, NE 1/4, NW 1/4; and the NW 1/4, NW
1/4 less and except a tract in the northwest corner
of said NW 1/4, NW 1/4 being 318 feet in east -west
direction by 297 feet in a north -south direction.
In said Section 15 the W 1/2, SW 1/4; the SW 1/4, NW
1/4; and the NW 1/4, NW 1/4 less and except the East
417 feet of said NW 1/4, NW 1/4.
In said Section 10, the SE 1/4, SW 1/4; the west
17.43 acres of the SW 1/4, SW 1/4 less and except 2
acre in the southeast corner of said west 17.43 acres
being 295.2 feet in the north -south direction by 220
feet in the east -west direction; the NW 1/4, SW 1/4;
and the SW 1/4, NW 1/4 lying south of the Missouri
Pacific Railroad Right -of -way.

1/4, lying south of the Missouri Pacific Railroad
Right -of -way; the E 1/2, SW 1/4 lying south of the
Missouri Pacific Railroad Right -of -way less and
except the west 750 feet of said E 1/2, SW 1/4, lying
south of the Missouri Pacific Right -of -way
In said Section 8, Part S 1/2 SE 1/4, described as
follows: beginning at a point 1800 feet West and 250
feet North of the Southeast corner of Section 8;
thence East 104 feet; thence North 1070 feet; thence
West 140 feet; thence South 85 degrees 12 minutes
West 766.9 feet; thence South 1003 feet; thence East
400 feet; thence South 250 feet; thence East 150
feet; thence North 250 feet; thence East 250 feet to
the point of beginning.

Part S 1/2 SE 1/4, Section 8, Township 1 South, Range
13 West, described as follows: Beginning 1800 feet
West of Southeast corner of Section 8; thence run
North 250 feet; thence run West 250 feet; thence run
South 250 feet; thence run East 250 feet to the point

1/2 SW 1/4 SE 1/4, Section 8, Township 1 South, Range
13 West, described as beginning at the Northwest
corner of said SE 1/4 SE 1/4; thence run North 89
degrees 40 minutes West along the North line of SW
1/4 SE 1/4 399 feet; thence South along fence line
1320 feet to the South line of Section 8; thence East
along said line 399 feet to the Southwest corner of
SE 1/4 SE 1/4; thence North along West line of SE 1/4
SE 1/4 410 feet; thence East 660 feet; thence North
910 feet to the North line of SE 1/4 SE 1/4; thence
North 89 degrees 40 minutes west along the North line
of SE 1/4 SE 1/4 660 feet to the point of beginning:

Pacific Railroad Right -of -way less and except a
parcel described as beginning at a point on the south

feet along a line parallel to the east line of said

County, Arkansas, being more particularly described
as: Starting at the NE corner of Section 16, T 1 S,
R 13 W, Pulaski County, Arkansas, run South 83° 51'
25'' West 637.05 feet along the north line of the NE
1/4 NE 1/4 of said section to the point of beginning,
thence South 00° 19' 16" West 780.93 feet to a point,
thence South 88° 51' 57" West 70.84 feet to a point,
thence North 001 19' 16" East 780.93 feet to a point
on the north line of the NE 1/4 NE 1/4 of said
section; thence North 88° 51' 25'' East 70.84 feet
along the North line of NE 1/4 NE 1/4 of said section
to the point of beginning, containing 1.27 acres,
more or less.

Arkansas, More particularly described as: Beginning
at the Northwest corner of said NW 1/4 NW 1/4 Section
of 15: thence North 881 51' East along the North
line of said NW 1/4 NW 1/4 Section 15 for 893.6 feet
to an iron pin: thence South 000 50' East for 565.8
feet to an iron pin: thence South 88' 51" West for
901.77 feet to an iron pin on the West line of said
NW 1/4 NW 1/4 Section 15, thence North along the West
line of said NW 1/4 NW 1/4 Section 15 for 565.9 feet
to the Point of Beginning containing 11.66 acres more
or less.
for the purposes of constructing within the District a water
system to serve the inhabitants of said district and
constructing a water line beyond the boundaries of the said
water District, if necessary, to make the desired connection
with the water system of Little Rock, Arkansas; said purposes
to be accomplished in the manner and of the materials that the
commissioners of the District shall deem to be in the best
interest of the District, and the cost thereof to be assessed
upon the real property above described according to the
benefits received.

Said District shall be known as "Vimy Ridge Municipal
Water Improvement District No. 139 of Little Rock, Arkansas
and James Huff, Coy Dean, and David Jones, who are owners of
real property in said District, are hereby named commissioners
and shall compose the Board of Improvement of the District.
Section 2. This ordinance shall take effect and be in
force from and after its passage.
