3 A RESOLUTION TO AUTHORIZE AN EXTENSION OF THE
4 INTERLOCAL AGREEMENT FOR AMBULANCE SERVICE BETWEEN
5 THE CITY OF LITTLE ROCK, ARKANSAS, AND THE CITY OF
6 CONWAY, ARKANSAS; AND FOR OTHER PURPOSES.

8 WHEREAS, the City of Conway, Arkansas, selected the Little Rock Ambulance Authority, d/b/a/
9 Metropolitan Emergency Medical Services("MEMS"),to provide exclusive ambulance service within the
10 corporate limits of the City of Conway; and,
11 WHEREAS, the current interlocal agreement has been extended to and including February 4, 2014;
12 and,
13 WHEREAS,it is appropriate to adopt a resolution which agrees to a further extension of this interlocal
14 agreement;
15 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK:
17 Section 1. The Board hereby authorizes the Mayor to enter into a five (5)-year extension of the
18 interlocal agreement with the City of Conway,Arkansas,granting MEMS an exclusive franchise to provide
19 emergency and non-emergency ambulance services to the City of Conway beginning on February 5,2014.
20 Section 2. The City of Conway, Arkansas, will pay to MEMS an annual subsidy, as determined by
21 the Board of Directors of the Little Rock, Ark., Emergency Medical Healthcare Services Facility Board,to
22 help defray the cost of MEMS deliver of ambulance services within the City.
23 Section 3. For purposes of this resolution, the term "ambulance services" shall include the
24 transportation and care provided the critically ill or injured prior to arrival at a medical facility and within
25 a medical facility subject to the individual approval of the medical staff and governing board of that facility,
26 and further the transport to or from medical facilities including but not limited to hospitals,nursing homes,
27 physician's offices, and other health care facilities, of persons who are infirm or injured and who are
28 transported in a reclining position or who are ill but considered to be non-emergency in status and who
29 request ambulance transportation.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
4 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
