13805 1 RESOLUTION NO. 13,805 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH FORD ENGINEERING, INC., FOR THE 5 CONSTRUCTION OF FOUR (4) SOCCER FIELDS, AN ENTRANCE 6 ROAD AND PARKING LOT AT NATURAL STEPS PARK, IN THE 7 TOTAL AMOUNT OF SEVEN HUNDRED SEVENTY THOUSAND 8 DOLLARS ($770,000.00); AND FOR OTHER PURPOSES. 9 10 WHEREAS, the citizens of Little Rock participated in the adoption of the 2001 Master Parks Plan 11 that noted that central Arkansas did not meet the demands for soccer fields and at that time recommended 12 that construction of eighteen (18) soccer fields would be required for that purpose; and, 13 WHEREAS, Little Rock Parks & Recreation Department Staff has been working closely with the 14 Central Arkansas United Soccer Association which provides and manages numerous soccer programs; 15 and, 16 WHEREAS, the Little Rock Board of Directors approved the acceptance of a donation of forty-three 17 (43) acres from Central Arkansas Water for the purposes of sports field construction and other park 18 amenities;and, 19 WHEREAS, the City held a Public Bid #13165 to solicit and obtain competitive bids in order to 20 establish a contract for soccer field construction, and four(4) bids were received, with Ford Engineering, 21 Inc., submitting the low bid for a total of Seven Hundred Thousand, Eight Hundred Fifty-One and 60/100 22 Dollars ($700,851.60), with an additional 10% to be added to the low bid amount to address 23 contingencies, for a total contract amount of Seven Hundred Seventy Thousand Dollars($770,000.00); 24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a contract with 27 Ford Engineering, Inc., in the total amount of Seven Hundred Seventy Thousand Dollars ($770,000.00), 28 for the construction of four(4) soccer fields, entrance road and parking lot at Natural Steps Park. 29 Section 2. Funding is available from the refinancing of the 2009 Parks and Recreation Revenue 30 Bonds and the 3/8-Cent Capital Improvement Sales Tax. 31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 34 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the [Page 1 of 21 1 resolution. 2 Section 4. Repealer.
