1 RESOLUTION NO. 13,792

3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE AN EXTENSION OF THE CURRENT CONTRACT WITH
5 QUALCHOICE (QCA) TO PROVIDE HEALTH CARE INSURANCE FOR
6 CITY EMPLOYEES FOR THE YEAR 2014; AND FOR OTHER
7 PURPOSES.

9 WHEREAS,the City provides Health Care insurance for City Employees; and,
10 WHEREAS, QualChoice, the incumbent provider of Health Care coverage for the City Employees,
11 has presented a renewal quote for said coverage; and,
12 WHEREAS, after review of utilization by the covered group, projected health care inflation and
13 requirements under Federal Health Care Reform,the City's contracted benefits consultants concur that the
14 quote is reasonable; and,
15 WHEREAS, the proposed renewal will represent the second year of a maximum seven (7)-year term
16 described in the most recent Request for Proposal;
17 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is authorized to extend the current contract with QCA to provide health
20 care insurance benefits to City employees effective January 1, 2014.
21 Section 2. The cost for providing this coverage has been included in the appropriate budget line
22 items.
23 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
27 resolution.
28 Section 4.Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
29 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
