4 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
5 INTO A CONTRACT WITH ASSOCIATES CLOSING & TITLE, LLC,
6 FOR REAL ESTATE TITLE SEARCH AND COMMITMENT SERVICES
7 FOR PROPERTIES ACQUIRED BY THE LAND BANK; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, a Request for Qualifications (RFQ) was issued to procure services to conduct title
11 searches, issue title commitments, and provide the real estate title services necessary to proceed with
12 foreclosure and quiet title actions for properties acquired by the Land Bank; and,
13 WHEREAS, proposals were submitted by two(2)vendors in response to the RFQ; and,
14 WHEREAS, a title services selection committee, consisting of five (5) employees from various City
15 Departments,was created to review and rate each proposal; and,
16 WHEREAS,Associates Closing&Title, LLC,received the highest proposal rating;
17 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The Board of Directors hereby authorizes the City Manager to negotiate a contract with
20 Associates Closing& Title, LLC, to conduct title searches, issue title commitments, and provide the real
21 estate title services necessary to proceed with foreclosure and quiet title actions for properties acquired by
22 the Land Bank.
23 Section 2. Funding was approved in the 2011 Consolidated Plan and Land Bank Special Project
24 budget for this purpose.
25 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
28 effect a if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
29 ordinance.
30 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
31 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
