19250I ORDINANCE NO. 19,250 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT 4 OF COMPETITIVE BIDDING AND AUTHORIZE THE CITY 5 MANAGER TO ENTER INTO A CONTRACT WITH 6 NORTHRUP GRUMMAN PUBLIC SAFETY, INC.; AND FOR 7 OTHER PURPOSES. 9 WHEREAS, the City of Little Rock may dispense with the requirement of 10 competitive bidding in exceptional situations where such procedure is not feasible, and 11 WHEREAS, the City finds that competitive bidding for Computer Aided 12 Dispatch ( "CAD ") software system maintenance for Police, Fire, and EMS (911 13 operations) is not feasible as Northrup Grumman Public Safety, Inc. installed the 14 original PSI Altaris Software to operate the City's 911 emergency system and is the 15 most qualified to maintain it and keep this vital service operational. 16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 17 OF THE CITY OF LITTLE ROCK, ARKANSAS: 18 Section 1. The Board of Directors finds that competitive bidding should be 19 dispensed with for the purpose of CAD software maintenance for the 991 system, as an 20 exceptional situation exists and competitive bidding is impractical and infeasible. 21 Section 2. The City Manager is hereby authorized to dispense with 22 competitive bidding and enter into a contract with Northrop Grumman Public Safety, 23 Inc., in an amount not the exceed $37, 185.04, for the period (Period No. 1) beginning 24 December 1, 2004 and ending August 31, 2005. [PAGE 1 OF 2] Ordinance To waive competitive bidding and enter into contract I Section 3. This contract term is for five (5) years, with a 90 day written 2 termination provision. Additional years contain a five percent (5 %) price increase per 3 year, and additional years are authorized subject to appropriation. 4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, 5 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 6 unconstitutional, such declaration or adjudication shall not affect the remaining 7 portions of the ordinance, which shall remain in full force and effect as if the portion so 8 declared or adjudged invalid or unconstitutional was not originally a part of the 9 ordinance. 10 Section 5. Repealer.
