3 A RESOLUTION TO AUTHORIZE A CONTRACT WITH FTN
4 CONSULTING ENGINEERS, INC., TO PROVIDE CONSTRUCTION
5 QUALITY CONTROL AND QUALITY ASSURANCE SERVICES FOR
6 THE CONSTRUCTION OF CLASS 1 CELL 5 EAST AND CLASS 4 CELL
7 3 OF THE CITY LANDFILLS; AND FOR OTHER PURPOSES.

9 WHEREAS,the City of Little Rock("City"),which owns a Class 1 and a Class 4 Landfill,and
10 WHEREAS,the City needs to begin construction on new landfill cells as soon as possible, and in
11 doing so needs the services of a qualified engineer to provide construction quality control and quality
12 assurance services as required by state environmental regulations,and
13 WHEREAS, the City issued Bid No. 12,304 for statements of qualifications of consulting
14 engineering services,and
15 WHEREAS, the FTN Consulting Engineers, Inc., was selected as the most qualified firm to
16 provide this service, and a contract in the amount of One Hundred Seventy-Two Thousand, Seven
17 Hundred Dollars ($172,700.00), One Hundred Fifty-Seven Thousand ($157,000.00), plus 10%
18 contingencies, has been negotiated between parties in accordance with state law, and
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
20 CITY OF LITTLE ROCK,ARKANSAS:
21 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an
22 agreement, in a form acceptable to the City Attorney, with FTN Consulting Engineers, Inc., in an amount
23 not to exceed One Hundred Seventy-Two Thousand, Seven Hundred Dollars($172,700.00),One Hundred
24 Fifty-Seven Thousand($157,000.00), plus 10%contingencies,to provide construction quality control and
25 quality assurance during the construction of Class 1 Cell 5 East and Class 4 Cell 3 of the Little Rock
26 Landfill.
27 Section 2. Funds for the payment of this contract are available from Reserve Funds of the City
28 Solid Waste Enterprise Fund.
29 Section 3.Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
30 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 resolution.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
2 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
