3 A RESOLUTION IN SUPPORT OF THE CITY OF LITLE ROCK'S
4 APPLICATION FOR THE METROPLAN JUMP START GRANT
5 PROGRAM; AND FOR OTHER PURPOSES.

7 WHEREAS, The City of Little Rock is applying for technical assistance planning "grants" through
8 Metroplan,referred to as the Jump Start Grants; and,
9 WHEREAS, The Jump Start Grants will provide planning guidance and support for development,
10 redevelopment, and economic development of older areas within a city's boundaries; and,
11 WHEREAS, The City of Little Rock is applying for the Grants, which require a cash match
12 contribution to Metroplan of up to 20%of the value of the technical assistance(up to$200,000.00)if a site
13 in Little Rock is selected for the assistance;thereby causing the City of Little Rock's matching funds to be
14 up to$40,000.00; and,
15 WHEREAS, in addition to the matching funds, in order to be competitive, it is necessary to also pay
16 an additional charge of$10,000.00 for the costs associated with advertising and other media outreach costs;
17 and,
18 WHEREAS, The City of Little Rock agrees, if a site in Little Rock is selected for the assistance
19 program, to appropriate a 20% cash match the 20% and the media match of up to $10,000, for a total
20 matching amount of$50,000.00, which may be cash or in-kind; and,
21 WHEREAS, The City of Little Rock recognizes that if a site in Little Rock is selected for the
22 assistance;that as part of the planning process for development,redevelopment,and economic development
23 process certain Resolutions and/or Ordinances may require amendments to further the goals of the
24 development, redevelopment and economic development of the areas subject to the planning process and
25 that city staff time will be provided to make the project successful;
26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The City of Little Rock agrees to match up to$50,000.00 for Little Rock sites selected.
29 Section 2. The City of Little Rock agrees, if a site in Little Rock is selected for the assistance, to
30 amend, as may be necessary, any Resolutions and/or Ordinances that do not meet with the goals of the
31 Grant Plan for the development, redevelopment and economic development of the target areas of the
32 Planning Grant.
33 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
34 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 4. Repealer. All ordinances and resolutions are hereby repealed to the extent of such
5 inconsistency.
