2 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
3 AN AMENDMENT TO THE LEASE AGREEMENT BETWEEN THE
4 WILLIAM J. CLINTON PRESIDENTIAL FOUNDATION AND THE CITY
5 FOR THE WILLIAM JEFFERSON CLINTON PRESIDENTIAL PARK; TO
6 AUTHORIZE THE CITY MANAGER TO APPROVE A SUBLEASE OF A
7 PORTION OF THE LEASED PREMISES TO HEIFER PROJECT
8 INTERNATIONAL; AND FOR OTHER PURPOSES.
9 WHEREAS, in Little Rock, Ark., Resolution No. 11,134 (October 2, 2001), the City
10 Manager was authorized to negotiate a lease with The William J. Clinton Presidential
11 Foundation ( "Foundation ") for the lease of William Jefferson Clinton Presidential Park
12 ( "Clinton Presidential Park "), so long as the form of the lease was approved by the City
13 Attorney, and successful negotiations were completed and a lease was signed on March
14 1, 2002, and
15 WHEREAS, Heifer Project International has requested to sublease two portions
16 of the Clinton Presidential Park and the Foundation is willing to sublease the portions,
17 subject to approval by the City, and
18 WHEREAS, it is necessary for the Board of Directors to approve an amendment
19 to the lease for the purpose of clarifying its provisions regarding subleases and
20 authorizing the sublease of the two portions from the Foundation to Heifer,
21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
22 THE CITY OF LITTLE ROCK, ARKANSAS:
23 Section 1. The City Manager is authorized to negotiate and execute an
24 amendment to the lease agreement between the City and the Foundation (formerly, The

I William J. Clinton Presidential Foundation) in substantially the form attached as Exhibit
2 A to this resolution.
3 Section 2. Pursuant to Article 12 of the Lease, and based upon the approval as
4 to legal form by the City Attorney, the City Manager is authorized to approve the
5 proposed sublease between the Foundation and Heifer Project, International, attached
6 as Exhibit B to this Resolution.
7 Section 3. Severability. In the event any title, section, paragraph, item,
8 sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
9 or unconstitutional, such declaration or adjudication shall not affect the remaining
10 portions of the resolution which shall remain in full force and effect as if the portion so
11 declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 4. Repealer. All ordinances and resolutions inconsistent with the
14 provisions of this resolution are hereby repealed to the extent of such inconsistency.
