4 A RESOLUTION TO TRANSFER LAND BANK PROPERTY TO
5 ARKANSAS BAPTIST COLLEGE BY WARRANTY DEED FOR
6 DEVELOPMENT; TO BE USED FOR NEIGHBORHOOD
7 REVITALIZATION PROGRAMS; AND FOR OTHER PURPOSES.

9 WHEREAS, the Board of Directors has stated as one of its goals a desire to provide for
10 neighborhood revitalization, and has taken special efforts to accomplish this goal through its use of
11 various City and Federal funds, and in affirmative actions such as the creation of a Land Bank
12 Commission; and,
13 WHEREAS, in order to accomplish this goal the City of Little Rock Land Bank has acquired
14 numerous properties in areas that are appropriate for revitalization; and,
15 WHEREAS, in an effort to maximize the City's revitalization efforts, the Land Bank wishes to
16 convey underutilized parcels for development; and,
17 WHEREAS, on August 25, 2009, the Land Bank acquired the property located at 1716 West 18th
18 Street, Little Rock,Arkansas; and,
19 WHEREAS,the parcel is a 1,500 square-foot lot with no structure; and,
20 WHEREAS, Arkansas Baptist College has indicated a desire to accept title to the property at 1716
21 West 18th Street as part of the Arkansas Baptist College Improvement Plan to develop a park area for a
22 student parking lot, as identified in Exhibit A and B; and,
23 WHEREAS, Arkansas Baptist College has made an offer to purchase the lot for Three Thousand,
24 Nine Hundred Fifty-Two Dollars($3,952.00); and,
25 WHEREAS, Arkansas Baptist College will use private and capital funds to purchase and develop the
26 property; and,
27 WHEREAS, the City's Planning Commission approved Arkansas Baptist's Conditional Use Permit
28 for the parking lot expansion on June 27,2013; and,
29 WHEREAS, the City's Land Bank Commission wishes to transfer the property at 1718 West 18th
30 Street to Arkansas Baptist College to further its neighborhood revitalization efforts; and,
31 WHEREAS, State Law requires that the City convey property by resolution adopted by the Board of
32 Directors;
33 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
34 OF LITTLE ROCK,ARKANSAS:
1 Section 1. The Board of Directors hereby adopts this Resolution to authorize the Land Bank to
2 transfer to Arkansas Baptist College by Warranty Deed the property located at 1716 West 18t Street as
3 part of the Arkansas Baptist College Improvement Plan to develop a park area.
4 Section 2. The property shall be used for a public purpose, specifically for neighborhood
5 revitalization programs.
6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect a if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 ordinance.
11 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
12 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
