A RESOLUTION AUTHORIZING THE CITY MANAGER
TO AWARD CONTRACTS FOR THE PURCHASE OF
SERVICE AND REPLACEMENT PARTS FOR VARIOUS
PIECES OF CITY EQUIPMENT; WAIVING
COMPETITIVE BIDDING AND DECLARING AN
EXCEPTIONAL SITUATION; AND FOR OTHER
PURPOSES.
WHEREAS, the Purchasing Division has advised that an
invitation for competitive bidding is not appropriate in the
purchase of service and replacement parts for various pieces of
City equipment due to the fact that a sole source is available
for the purchase of such service and parts; and
WHEREAS, proposals have been received and are recommended to
be accepted for the following as shown on the attached Exhibit A;
EXHIBIT 1 : Service and replacement parts for lawn care
equipment and Cushman Scooters ;
EXHIBIT 2: Service and replacement parts for heavy
equipment;
EXHIBIT 3: Service and replacement parts for sanitation
packer part and hydraulic lift truck;
EXHIBIT 4: Service and replacement parts for care of golf
course equipment;
EXHIBIT 5: Service and replacement parts for heavy
equipment (bulldozers and elevator scraper) ;
EXHIBIT 6: Service and replacement parts for truck parts
and attachments;
EXHIBIT 7: Service and replacement parts for tractors,
mowers and attachments;
EXHIBIT 8: Service and replacement parts for engines;
4 EXHIBIT 9: Service and replacement parts for generator,
starters/armature; and
WHEREAS, the City Manager has recommended that competitive
bidding he waived and that awards of contracts be made, based
upon the written quotations and proposals of the respective
suppliers as shown on the attached Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
1 THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1 . The City Manager is authorized to enter into
contracts with the suppliers named on the attached Exhibit A for
total contract prices as set out, the sums for which have been
allocated in the 1980 Budget.
SECTION 2. All service and parts to be purchased herein
shall comply with the proposal shown on the attached exhibits and
specifications given to the Purchasing Division. Upon receipt of
the items, or from time to time as may be required , the City
Manager and Director of Finance are hereby authorized and
directed to issue the necessary warrants in payment of the
contract price .
SECTION 3. There is hereby declared an exceptional
situation in that there is a sole source for the service and
parts purchased herein and , therefore, competitive bidding is not
feasible in the purchase of such service and parts.
SECTION 4. Competitive bidding is hereby waived in the
purchase of service and parts authorized herein.
SECTION 5. This resolution shall be in full force and
effect from and after its passage and approval .
