6412 RESOLUTION NO. 6 , 412
A RESOLUTION SUPPORTING THE U. S . ARMY
ENGINEERS ' PLAN FOR WATER RESOURCE
DEVELOPMENT IN THE FOURCHE BAYOU BASIN;
AND FOR OTHER PURPOSES .
WHEREAS , the Board of Engineers for Rivers and Harbors has
stated in their Public Notice dated August 7 , 1980 that it is
their belief that the National Economic Development Plan,
designated in the report as Plan VII , is in the best National
interest ; and
WHEREAS , this body has previously resolved to support
the plan recommended by the District and Division Engineers ,
known as Plan X; and
WHEREAS , this body does not believe that Plan VII provides
a level of protection with the uniformity of Plan X, does not
adequately address the need to have a balance between environ-
mental needs and flood protection, and does not recognize a
Federal interest in acquiring critical wetlands in the basin
for preservation of environmental features ; and
WHEREAS , this body, having expressed the above mentioned
concerns , does in the interest of expediting project review and
authorization, hereby resolve to support Plan VII with the
desire that the Corps of Engineers , in their advanced engineering
and design studies , will continue to try to find ways to
address these concerns ; and
WHEREAS , this body desires that this document be made
a part of the Board of Engineers for Rivers and Harbors Report
to the Chief of Engineers .
NOW, THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS :
SECTION 1 . The Board hereby resolves to support Plan VII .
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption and approval .
