6409 RESOLUTION NO. 6 ,409 A RESOLUTION ADOPTING A PROCEDURE TO BE FOLLOWED FOR THE SALE OF CITY OWNED PROPERTY; AND FOR OTHER PURPOSES. WHEREAS, the procedure adopted by the Board of Directors in January 1979, to be followed in disposing of City owned property, has proved to be lacking in situations where more than one bid for property is received; and WHEREAS, the staff has recommended a new procedure to be followed for the sale of City owned property. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS : SECTION 1 . The following procedure is hereby adopted in the sale of City owned property: ( a ) Sale of City owned property will be the responsibility of the City Real Estate Officer. ( b) The Real Estate Officer will compile a list of property to be sold for preliminary review by the Engineering Division for right-of-wav considerations, by the Office of Comprehensive Planning for land use planning and zoning impacts, and by the Parks Department for possible impacts on the City ' s parks system. ( c) After reviewing staff comments, the Real Estate Officer will compile a list of property to be sold. This list will be submitted to the City Manager' s Office and then to the Board of Directors for their review and approval . (d ) Following Board approval , the list of properties to be sold will he advertised in local newspapers for a one-week period twice a year. The advertisement will list the property to be sold and advise potential purchasers that the City will accept sealed bids on each parcel for a thirty-day period following the advertisement. After that date, no further bids will be accepted until the next advertisement period . In addition, the Real Estate Officer will advise potential bidders that the Board of Directors reserves the right to evaluate bids according to price offered , land use involved , and other City goals deemed appropriate. (e ) When the thirty-day period has expired , the City Real Estate Officer will open the bids . He will evaluate them from a professional real estate perspective , and he will send a copy to the Office of Comprehensive Planning for a review of land use proposed . ( f) The Real Estate Officer will submit to the City Manager ' s Office the evaluation for the bids received . The City Manager ' s Office will transmit the information to the Board of Directors for their action. (q ) Should the Board of Directors determine that it will accept offers on property outside the time frame outlined above , the Real Estate Officer will run a one-week ad in local newspapers advising that the City of Little Rock will accept bids on a specific parcel of land within a one-week period. Such proposals will be submitted on a sealed bid basis and evaluated as outlined above . SECTION 2. This Resolution shall be in full force and effect from and after its adoption.
