6373 RESOLUTION NO. 6 , 373 A RESOLUTION ENDORSING THE PROPOSALS APPROVED BY THE CENTRAL ARKANSAS CONSORTIUM PRIVATE INDUSTRY COUNCIL FOR THE ACCEPT AND THE CARPENTERS APPRENTICE PROGRAM; AND FOR OTHER PURPOSES . WHEREAS, the Central Arkansas Consortium Private Industry Council met on June 10, 1980 and has recommended approval of proposals for ACCEPT and the Carpenters Apprentice Program. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS : SECTION 1 . Proposals approved by the Central Arkansas Consortium Private Industry Council are hereby endorsed as described in the attached Exhibit A for the following: ACCEPT $93 ,493 . 00 Carpenters Apprentice Program $76 ,949 . 00 SECTION 2 . September 31, 1980 Overview ACCEPT is concentrating on the effort to reintergrate the ex-offender into society and reduce the crime rate in the state. This process calls for a delivery system which will place the ex-offender into long term, meaningful employment and provide supportive services to maintain the ex-offender on the job. Projected Cost: 1. Original budget $257,228 Revised (4mos.) 93,493 2. Cost Per Participant $4,675 (93,493 : 20) Goals: 1) To coordinate and improve employment related opportunities for ex-offenders 2) To coordinate and establish a communications network that would provide support services for ex-offenders 3) Prepare ex-offenders for those occupations most in demand such as small business machine repair, maintenance mechanic, diesel mechanics, electronics --other occupations considered in high demand • . -2- Objectives: 1. To identify ex-offenders at least six months prior to release and to coordinate with the private industry employer a training program de- signed to give the individual actual work exper- ience, training, and a chance to be transitioned onto the Firm's Payroll as a meaningful employee. 2. To provide an opportunity for the ex-offender to utilize his/her vocational skills that have geen obtained. 3. Enroll 20 participants with a goal of placing 80 percent into unsubsidized employment. 4. Conduct extensive follow up activities on each participant. Services and Activities Components A. On the Job Training - This will be written contractual agreement. Minimum OJT 6 mos, B. Basic Education - Remedial Training Courses C. Employability Training Skills- Flexible program, conforming to employers needs. Oehrlie, Coordinator Arkansas Carpenters Apprenticeship Coordinating Council 897-2101 Project Title: Pre-Apprentice Carpenter Project Date Submitted: Received from Arkansas Balance-of- State on May 2, 1980 Length of Project: Originally twenty-six weeks Revised Budget through Septem- ber 31, 1980. OVERVIEW: This is an opportunity to obtain carpentry skills through a pre-apprenticeship program. This program will serve the economically disadvantaged, unemployed, and underemployed (including minorities and women) by eliminating barriers and providing a method of smooth transition into apprenticeship. Project Cost: 1. Total Budget Cost $76,949.30 2. Cost Per Participant 6,545.00 Goals: To provide training and placement for twnety (20) CETA eligible clients. Objectives: Provide opportunities for CETA participants to gain knowledge and skill to enter Carpenters Appren- ticeship Program. Provide employers with better qualified employees. Provide a means for the JAC to meet affirmative action goals. Provide job placement entry wage at 6.13 per hour, plus incentives for a total of 7.13 per hour. Provide an opportunity for CETA clients to continue three (3) years of apprenticeship training which provides for a wage in- crease every six (6) months un- til journeyman status is reached.
