A RESOLUTION AUTHORIZ NG A PISTOL RANGE
AGREEMENT TO BE ENTE D INTO WITH ARKANSAS
SHOOTING SPORTS ASSOCI TION, FOR THE
OPERATION OF THE LITT ROCK REBSAMEN
PARK PISTOL RANGE; AND FOR OTHER PURPOSES .
WHEREAS, a Pistol Range Agreement has been prepared
to govern operation of the Little Rock Rebsamen Park Pistol
Range and is attached hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, AKRANSAS :
SECTION 1 . The City Manager and Director of Little
Rock Parks and Recreation Department are hereby authorized to enter
into the "Pistol Range Agreement of Operations" on behalf of
the City of Little Rock.
SECTION 2 . This Resolution shall be in full force
and effect from and after its adoption and approval .

PISTOL RANGE
AGREEMENT OF OPERATIONS

PURPOSE
The purpose of this agreement is to establish clearly defined procedures
for the area encompassing the Little Rock Pistol Range at Rebsamen Park
according to the Policy set out below until such time as a new range
is constructed.
RESPONSIBILITIES
A. It shall be the exclusive responsibility of the Little Rock Shooting
Sports Association to supervise and operate the Little Rock Pistol
Range at Rebsamen Park.
B. The Little Rock Parks and Recreation Department will be responsible
for cutting of grass and the picking up of trash.
C. The Little Rock Shooting Sports Association shall be responsible
for pick up of litter and debris within said site .
D. The Little Rock Shooting Sports Association shall be responsible
for submitting a quarterly report of income and expenses to the
Little Rock Parks and Recreation Department.
POLICY
A. The Little Rock Shooting Sports Association shall have the authority
to charge $1 . 00 per person to enter and use said range , provided
that said person shall shoot only targets approved by said Associ-
ation. No charge shall be made for a youngster when accompanied
by either parent . Bonified Law Enforcement agencies may use the
range on a reservation basis at no charge .
B. The Little Rock Shooting Sports Association shall have the authority
to set the hours of operation and in no case shall shooting be
permitted on said range one hour before sundown.
C. No Title II weapons (fully automatic , or tax stamped) or rifles
other than . 22 cab . rim fire and black powder muzzle loading ,
shall be permitted on said range . Clay bird shooting will be
allowed if the following guidelines are used:
1 . The range must be closed to all other shooting while clay
bird shooting is in progress .
2 . The firing positions be located in front of the covered firing
positions and no further to either side of the bird launcher
than the end of the covered firing positions .
3 . The clay bird launching position be located in front of the
covered firing positions and in the center of the same .
4. All firing at clay birds be done only when the birds are
flying and in between in-bounds poles located at each end
and on top of the back berm.
D. All firing on range shall be on specified target holders and
targets .
E. The Little Rock Shooting Sports Association shall have the authority
to close the range to the general public when shooting matches are
scheduled.

P. The Little Rock Shooting Sports Association shall maintain a
$500 , 000 liability policy, a copy of which shall be on file
in the Parks and Recreation Department.
G. No one will be permitted to shoot on said range when not being
supervised by either the Little Rock Shooting Sports Association
or the Little Rock Police Department .
This agreement shall be in effect until such time as the new range
is placed in operation.
Safety and operating issues not specifically addressed in the agreement
shall be submitted to the Office of the Chief of Police for review.
The Chief of Police will have final authority on issues involving
public safety.
