6300 RESOLUTION NO. 6,300 A RESOLUTION DISAGREEING WITH A REPORT PREPARED BY THE ARKANSAS ADVISORY COMMITTEE TO THE UNITED STATES CIVIL RIGHTS COMMISSION ENTITLED THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM IN ARKANSAS AND AUTHORIZING THE PREPARATION OF A POSITION PAPER TO BE PREPARED BY THE OFFICE OF HUMAN RESOURCES AND THE LITTLE ROCK BOARD OF DIRECTORS IN RESPONSE TO THE ADVISORY COMMITTEE'S REPORT. WHEREAS, A group of individuals known as The Arkansas Advisory Committee to the United States Civil Rights Commission did prepare and submit in December, 1979, to the public a "Report" entitled The Community Development Block Grant Program in Arkansas, and WHEREAS, the Report did contain certain findings and conclusions accusing selected municipalities within the State of Arkansas, including the City of Little Rock, of failing to adequately respond to the needs of recipients of Block Grant Funds, and WHEREAS, The Office of Human Resources has prepared a position paper detailing the shortcomings of the Report as it relates to the City of Little Rock and that points out inconsistencies and contradictions within the "Report", and WHEREAS, the "Report" is a self-serving document prepared by a study group having no recipient of Block Grant Funds among its members. NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION I . The Report prepared by The Arkansas Advisory Committee to the United States Civil Rights Commission and entitled The Community Development Block Grant Program in Arkansas is hereby found to be inconclusive, inadequate, misleading and a disservice to the citizens of Little Rock, Arkansas. SECTION 2. The United States Commission on Civil Rights or other appointing bodies are further admonished to give serious consideration to appointing some recipients from the target areas on future study panels of this nature to insure fair and representative treatment of the programs studied. Page 2 SECTION 3. The preparation of a position paper by the Office of Human Resources and the Little Rock Board of Directors is hereby authorized, which reflects the official position of the City of Little Rock, with respect to its Community Development Block Grant Program.
