20762 1 ORDINANCE NO. 20,762 2 3 AN ORDINANCE TO AUTHORIZE A CONTRACT WITH THOMPSON- 4 REUTERS TO PROVIDE COMPUTER-AIDED RESEARCH MEASURES 5 AND OFFICE MANAGEMENT MEASURES FOR THE CITY 6 ATTORNEY'S OFFICE; TO DISPENSE WITH THE REQUIREMENT OF 7 COMPETITIVE BIDS; TO DECLARE AN EMERGENCY; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS, the nature and complexity of the work of the City Attorney's Office requires both an 11 effective electronic research capability and an ability to maintain office management; and, 12 WHEREAS, the office has long used WestLaw Next by Thompson-Reuters as its research tool, and 13 now has a unique opportunity to obtain this service at a reduced cost with the addition of Concourse as the 14 office management tool; 15 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 16 OF LITTLE ROCK,ARKANSAS: 17 Section 1. The City Manager and the City Attorney are authorized to enter into an agreement with 18 Thompson-Reuters to provide the research arm WestLaw Next,and the office management tool Concourse, 19 to the City under terms acceptable to the City Attorney. 20 Section 2. Since the addition of the office management tool provides the City with the opportunity to 21 obtain enhanced research facilities at approximately Nine Thousand, Four Hundred Dollars ($9,400.00) 22 less annual cost, it is deemed impractical and unfeasible to bid this contract. 23 Section 3. Funds for the fulfillment of this agreement are already set aside in the 2013 Budget for the 24 City Attorney's Office. 25 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, 26 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or 27 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this 28 ordinance,as if such invalid or unconstitutional provision were not originally a part of this ordinance. 29 Section 5. Repealer. All laws,ordinances,resolutions, or parts of the same that are inconsistent with 30 the provisions of this ordinance are hereby repealed to the extent of such inconsistency. 31 Section 6. Emergency Clause.
