A RESOLUTION WAIVING THE
REQUIREMENT OF COMPETITIVE BIDDING;
RENEWING THE CONTRACT WITH SPURLING OF
ARKANSAS , FOR THE MAINTENANCE OF A
SPURLING BURGLAR AND FIRE ALARM SYSTEM
OWNED BY THE CITY OF LITTLE ROCK FOR
TWELVE MONTHS; RENEWING THE OPTION TO
RENEW WITH SPURLING OF ARKANSAS FOR AN
ADDITIONAL TWO YEARS; AND FOR OTHER
PURPOSES.
WHEREAS, it has been determined that an exceptional
situation exists and the competitive procedure is not
feasible in the case of renewal of the contract with Spurling
of Arkansas for the maintenance of a Spurling burglar and
fire alarm system owned by the City of Little Rock. The
competitive bidding procedure is not feasible for the
following reasons :
1 . If the contract were awarded to another company, it
would require rewiring a new panel.
2. The downtime to rewire the panel and install a new
system would be detrimental to the businesses which are now
connected to the system.
3 . The equipment modifications to the customer' s
equipment for the new system could prove costly enough for
them to terminate their contract with the City.
4. It would be in the City' s best interest to continue
with Spurling of Arkansas .
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS :
SECTION 1 . It is hereby declared that an exceptional
situation exists , and the competitive bidding procedure is
not feasible in the case of renewal of the contract with
Spurling of Arkansas for the maintenance of the Spurling
burglar and fire alarm system owned by the City of Little
Rock, and therefore the competitive bidding requirement is
hereby waived.
SECTION 2. The contract with Spurling of Arkansas for
the maintenance of a Spurling burglar and fire alarm system
owned by the City of Little Rock is hereby renewed for a
twelve month period.
SECTION 3. The option to renew with Spurling of
Arkansas is hereby renewed for an additional two years .
SECTION 4. From time to time as may be required, the
City Manager and the Director of Finance are hereby
authorized and directed to issue the necessary warrants in
payment of the contract price.
SECTION 5. This Resolution shall be in full force and
effect from and after its adoption.
