11883RESOLUTION NO. 11, 883 A RESOLUTION RATIFYING THE APPOINTMENT OF H. BRADLEY WALKER AS A COMMISSIONER TO THE LITTLE ROCK HOUSING AUTHORITY BOARD OF COMMISSIONERS, AND FOR OTHER PURPOSES. BE IT THEREFORE RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That H. Bradley Walker is hereby appointed as a member to the Little Rock Housing Authority Board of Commissioners. The term will expire on January 9, 2009. SECTION II. This resolution will be in full force and effect from and after its adoption. The Acting Chair called the Special Session to order and upon roll call the following Commissioners answered present: Commissioners Swinney, Copeland, Gray, and Sheffield The Chairperson thereupon declared a quorum present and the regular meeting called to order. Commissioner Sheffield introduced the following Resolution and moved for its adoption. Commissioner Gray seconded the motion and upon roll call the following vote was recorded: "AYES " - Commissioner Swinney, Copeland, Gray and Sheffield "NAYS " - NONE The Acting Chair then upon declared the motion carried and the Resolution adopted. He assisted in the formation of Sewer Improvement District 222 for the expansion of water and sewer into southwest Little Rock. Mr. Walker adapted property owners improvement district voluntary assessment district law to enable the uniquely configured district to develop the Chenal Parkway expansion into the hills of western little Rock. The project involved nearly a year of public hearings and negotiations with property owners to achieve the required corridor access for the cities largest community developer. Having secured his real estate broker license, Mr. Walker formed Walker Real Estate in the spring of 1989. He successfully applied improvement district financing to develop the residential neighborhoods of River Ridge Pointe and Canal Pointe. Beginning in 1990, Mr. Walker pioneered the development Riverdale Harbour, a 40 acre mixed used infill development in the Riverdale additions just west of downtown Little Rock. The project centers on a marina accessible to the Arkansas River by a private lock structure. Mr. Walker coordinated the permitting (Corp of Engineers and EPA), planning design, financing, construction and regulatory acceptance. The project successfully embodies common areas, private drives, and office /residential uses. The project has afforded substantial appreciation in value to the original purchasers. Mr. Walker, in addition to development, managed commercial office and industrial properties. Many of the properties were reposition for sale and sold at values exceeding the client's objectives. As broker and lawyer, he was able to facilitate documents that resulted in closed transactions. Mr. Walker has been a principal or assisted as agent in over $30,000,000 in real estate transactions. In 1997, with three partners he formed EcoSite Corporation, a company to provide professional leasing assistance to landowners regarding cell tower site ground leases. EcoSite was successful in securing the representation of Wal -Mart Stores, Inc. for the promotions of Wal -Mart and Sam's store locations as cell site candidates. EcoSite employs computer management systems for marketing, communications and general file organization. Mr. Walker became the sole owner of EcoSite in 1999, and employees of EcoSite continue its representation of Wal -Mart Stores Inc. Mr. Walker maintains Walker Real Estate as a real estate development and investment company. He has recently completed a quality professional office building in Little Rock. The property, a speculative venture at construction, is fully leased. The investor group was formed with tax sensitive planning and coordination to afford monthly returns to the investors. In October 2002, he joined the law firm of Catlett, Yancey & Stodola, PLC. Mr. Walker has extensive experience in complex business transactions. He has been involved in the negotiation, drafting and review of leases, contacts, bonds, insurance policies, zoning and board of adjustment hearings, utility contracts and appeals.
