A RESOLUTION AUTHORIZING AN INTERLOCAL
AGREEMENT WITH PULASKI COUNTY FOR JOINT
PURCHASING PURPOSES; AND FOR OTHER
PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS .
SECTION 1 . The Mayor and City Clerk, acting for and on
behalf of the City of Little Rock, are hereby authorized to
execute an Interlocal Agreement with Pulaski County for the
purpose of enabling the City and County to combine, for the
purpose of receiving price quotations, the commodity needs
of the parties in order to receive the advantage of lower
prices by quantity price quotations. Said contract is in
form and substance as follows :

INTERLOCAL AGREEMENT
This Interlocal Agreement, made by and between the
CITY OF LITTLE ROCK, ARKANSAS and the COUNTY OF PULASKI , ARKANSAS
under the provisions of Section 90 of Act 742 of the 1977 Acts of
the Arkansas General Assembly is made for the express purpose of
enabling said City and County to combine, for the purpose of
receiving price quotations , the commodity needs of the parties in
order to receive the advantage of lower prices by quantity price
quotations. This agreement is based upon the following conditions :
1. The term of this agreement is permanent as defined
by said Act 742 provided however, that in accordance with said Act
742 this Interlocal Agreement shall be re-enacted or terminated
effective February 1 , 1978 .
2 . This agreement does not create any special organiza-
tion or legal entity inasmuch as this agreement is for the sole
purpose. of enabling the Purchasing Agents of the City and County
to combine commodity needs of each party in seeking price bids or
quotations in order that each party, the City and/or County, may
thereby purchase commodities at quantity price quotations .
3 . Whenever the law requires a request for sealed
bids for the purchase of commodities , the purchasing law which
is more restrictive of the parties shall govern the procedure
for requesting such sealed bids with the proviso that the
Purchasing Agent of both parties may be present for opening of
the bids and the evaluation of same. Final approval of award shall
be subject to applicable law.
4 . It is agreed that the City shall be fully responsible
for quantity, quality and proper payment for all City purchases
4 made under this Agreement and likewise, the County shall be fully
responsible for quantity, quality and proper payment for all

County purchases made under this Agreement.

This Interlocal Agreement is hereby authorized and
approved by the Board of Directors of the City of Little Rock,
Arkansas .

SECTION 2.This Resolution shall be in full force and
effect from and after its adoption.
