A RESOLUTION CALLING FOR CONSIDERATION OF
SPECIAL NEEDS OF THE HANDICAPPED AND ELDERLY
IN CONSTRUCTION OF FACILITIES FOR PUBLIC USE
AND OTHER PURPOSES
WHEREAS, approximately thirteen percent (13%) of the citizens of Arkansas be-
tween the ages of 16 and 64 have some disabling condition, according to the 1970
census; and
WHEREAS, an estimated thirty percent (30%) of the citizens of Little Rock, or
approximately 41,000 persons, are above 60 years of age or physically handicapped
or both; and
WHEREAS, the attention of the Board of Directors of the City of Little Rock
has been called to the fact that many publicly owned buildings and facilities any
many privately owned buildings and facilities intended for use by the public have
been and are being designed and constructed in such a way as to make access to
them difficult or impossible for persons of limited mobility; and
WHEREAS, it is the desire of the Board of Directors of the City of Little
Rock to foster the fullest feasible participation in public affairs and the ful-
lest feasible utilization of recreational, cultural, and economic resources by
all citizens; and
WHEREAS, in many instances, thoughtful planning may render buildings and fa-
cilities accessible to citizens with physical handicaps or infirmities at little
or no extra cost and at no considerable inconvenience to the more able-bodied;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK:
SECTION I . It is the policy of the City of Little Rock, in planning or con-
structing new municipal buildings and facilities and remodeling or reconstructing
existing municipal buildings and facilities, to render said buildings and facilities

accessible to and usable by persons of limited mobility insofar as it is economic-
ally and functionally practicable and conformable to existing codes and ordinances.
SECTION 2. The Board of Directors of the City of Little Rock commends to the
City staff, for purposes of compliance with the policy set forth in Section 1 above,
the current specifications of the American National Standards Institute (ANSI) for
making building and facilities accessible to, and usable by, the physically handi-
capped.
SECTION 3. The Board of Directors of the City of Little Rock suggests to all
private planners, builders, and developers of public-use buildings and facilities
that they avoid and eliminate architectural barriers to the handicapped and other
persons of limited mobility insofar as is functionally practicable and conformable
to existing codes and ordinances, using the current ANSI specifications as a guide.
SECTION 4. The Board of Directors of the City of Little Rock instructs the
Department of Community Development to provide to all private planners, builders,
and developers of public-use buildings and facilities a copy of this resolution and
to make available to them a copy of the current ANSI specifications for making
buildings and facilities accessible to, and usable by, the physically handicapped.
SECTION 5. This resolution shall be in full force and effect from and after
its adoption.
