A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT
AN APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR A GRANT UNDER THE INNOVATIVE GRANT
PROGRAM FOR THE PURPOSE OF DEVELOPING AND PROVIDING
PUBLIC TRANSPORTATION TO PINNACLE MOUNTAIN STATE PARK;
AND FOR OTHER PURPOSES
WHEREAS, the Arkansas Department of Parks and Tourism is acquiring
and will develop Pinnacle Mountain State Park, a 1, 395 acre state park
on the western reaches of the City of Little Rock; and
WHEREAS , Pinnacle Mountain State Park will provide sorely needed
opportunities for the citizens of Little Rock to enjoy the benefits of
a large, beautiful, natural area which provides recreation, open space
and environmental learning opportunities to the citizens of Little
Rock; and
WHEREAS, the Little Rock School District is developing an innovative
project for the construction of an environmental study center at Pinnacle
Mountain State Park and for the conduct of its environmental education
program; and
WHEREAS, the opportunities at Pinnacle Mountain State Park will
both supplement and complement the recreational opportunities provided
by the City of Little Rock Parks and Recreation Department; and
WHEREAS, the Arkansas Department of Parks and Tourism can construct
an environmental study center and visitor information center at Pinnacle
Mountain State Park, but by doing so, would lack the necessary funds for
the development of the necessary facilities in the natural areas of the
park; and
WHEREAS , a key contribution to the public use and benefit of this
new park lies in the need for a provision of easy public transportation
for citizens not possessing automobiles; and
WHEREAS , this project affords a unique opportunity to develop
innovative, new approaches in inter-governmental cooperation in the
development of park and recreation facilities.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1. The City of Little Rock hereby endorses the develop-
ment of recreation, open space and environmental learning opportunities

at the new Pinnacle Mountain State Park, and the Little Rock Parks
and Recreation Department is directed to cooperate in the development
of programs , services and recreational activities at Pinnacle Mountain
State Park.
SECTION 2 . Central Arkansas Transit shall be directed to develop
suitable means of public transportation to Pinnacle Mountain State Park,
provided however, that such service will not increase the existing or
future operating deficit for Central Arkansas Transit.
SECTION 3 . The City of Little Rock supports the Arkansas State
Department of Parks and Tourism in submitting an application to the
Department of Housing and Urban Development for a grant under that
Department' s Innovative Grant Program for the purpose of developing
and providing public transportation to Pinnacle Mountain State Park.
SECTION 4 . This Resolution shall be in full force and effect
from and after its adoption.
