A RESOLUTION AWARDING CONTRACTS FOR
ENGINEERING SERVICES FOR CAPITAL IMPROVEMENT
PROJECTS FUNDED FROM THE PROCEEDS OF THE 3/8-CENT
CAPITAL SALES AND COMPENSATING USE TAX, AND THE 2013
LIMITED TAX GENERAL OBLIGATION CAPITAL IMPROVEMENT
BONDS; AND FOR OTHER PURPOSES.
WHEREAS, the electors approved an increase in the City Sales and Compensating Use Tax in
order to accomplish the list of public purposes set forth in Little Rock, Ark., Resolution No. 13,343
(July 11, 2011); and
WHEREAS, the electors approved the issuance of Limited Tax General Obligation
Bonds funded by real property tax millage proceeds, and,
WHEREAS, the Board of Directors recently approved the initial projects to be funded
during this three (3)-year cycle in Little Rock, Ark., Resolution No.13,699 (May 21, 2013);
and
WHEREAS, specific engineering companies have been selected through a Statement of
Qualifications process, Bid Number 12304 to provide engineering design and survey services for the
initial projects to be funded during this three (3)-year cycle;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is hereby authorized to execute an agreement with Central
Arkansas Engineering, PLLC for design engineering and survey services needed to accomplish the
following projects:
Sales Tax Funding
• 26th Street, Street Improvements between Fair Park Boulevard and Harrison Street
• South Tyler, Street& Drain Improvements West 30`h Street to West 32nd Street
• Gamble Road, Widen Gamble Road from Arthur Street north to mid-200 block
Bond Funding
• Ellis Drive/Steven Drive Drainage
• El Dorado Drive /Hinson Road Drainage

Amount authorized for services: Two Hundred Sixty-Eight Thousand, One Hundred Fifty Dollars
($268,150.00).
SECTION 2. The City Manager is hereby authorized to execute an agreement with Crafton Tull &
Associates for design engineering and survey services needed to accomplish the following projects:
Sales Tax Funding
• Woodson Road, Young Road to Halifax Drive, Street&Drain Improvements
Bond Funding
• Asher Avenue, Oak Street to Woodrow Street, Street& Drain Improvements
• Polk Street, Lee Avenue to A Street, Street and Drain Improvements
Amount authorized for services: Three Hundred Eighty-One Thousand, Eight Hundred Fifty Dollars
($381,850.00).
SECTION 3. The City Manager is hereby authorized to execute an agreement with Engineering
Compliance and Construction, Inc., for design engineering and survey services needed to accomplish
the following projects:

• Windamere Drive, Continuation Drain Improvements Windamere Drive to Carlyle Drive
• P Street, Pierce Street to Taylor Street, Street&Drain Improvements
Bond Funding
• Pine Manor Drive, Drain; Ranch Valley Road Area of Creek, Street and Drain

• Kingsrow Drive, Street& Drain Improvements, #200 Block
• Pinnacle Valley Road, Cantrell Road to City Limits, Widen and Add Bike Lanes
Amount authorized for services: Three Hundred Sixty Thousand, Five Hundred Fifty Dollars
($360,550.00).
SECTION 4. The City Manager is hereby authorized to execute an agreement with Hawkins—Weir
Engineers,Inc.,for design engineering and survey services needed to accomplish the following projects:

• Woodlane Street, Drain; Victory Street& south on Woodlane Street to 2nd Street
• 8th & Brown Streets, Street& Drain Improvements
• Adams Street, 12th Street north to Interstate 630, Street& Drain Improvements

needed to accomplish the following projects:

Environment & Infrastructure, LLC, for design engineering and survey services needed to accomplish
the following projects:

Engineers,Inc.,for design engineering and survey services needed to accomplish the following projects:

Jr.,Inc.,for design engineering and survey services needed to accomplish the following projects:

Goodson, PLLC, for design engineering and survey services needed to accomplish the following
projects:

Engineering Group,Inc.,for design engineering and survey services needed to accomplish the following

SECTION 12. The City Manager is hereby authorized to execute an agreement with White Daters
& Associates, Inc., for design engineering and survey services needed to accomplish the following
projects:

Channel
• LaMarche Drive, New Roadway on the north end of LaMarche Drive to Taylor Loop

SECTION 13. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in
full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally
a part of the resolution.
SECTION 14. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
SECTION 15. This resolution will be in full force and effect from and after the date of its adoption.
