13726 RESOLUTION NO. 13,726 A RESOLUTION AWARDING CONTRACTS FOR ENGINEERING SERVICES FOR CAPITAL IMPROVEMENT PROJECTS FUNDED FROM THE PROCEEDS OF THE 3/8-CENT CAPITAL SALES AND COMPENSATING USE TAX, AND THE 2013 LIMITED TAX GENERAL OBLIGATION CAPITAL IMPROVEMENT BONDS; AND FOR OTHER PURPOSES. WHEREAS, the electors approved an increase in the City Sales and Compensating Use Tax in order to accomplish the list of public purposes set forth in Little Rock, Ark., Resolution No. 13,343 (July 11, 2011); and WHEREAS, the electors approved the issuance of Limited Tax General Obligation Bonds funded by real property tax millage proceeds, and, WHEREAS, the Board of Directors recently approved the initial projects to be funded during this three (3)-year cycle in Little Rock, Ark., Resolution No.13,699 (May 21, 2013); and WHEREAS, specific engineering companies have been selected through a Statement of Qualifications process, Bid Number 12304 to provide engineering design and survey services for the initial projects to be funded during this three (3)-year cycle; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is hereby authorized to execute an agreement with Central Arkansas Engineering, PLLC for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • 26th Street, Street Improvements between Fair Park Boulevard and Harrison Street • South Tyler, Street& Drain Improvements West 30`h Street to West 32nd Street • Gamble Road, Widen Gamble Road from Arthur Street north to mid-200 block Bond Funding • Ellis Drive/Steven Drive Drainage • El Dorado Drive /Hinson Road Drainage [Page 1 of 6] Amount authorized for services: Two Hundred Sixty-Eight Thousand, One Hundred Fifty Dollars ($268,150.00). SECTION 2. The City Manager is hereby authorized to execute an agreement with Crafton Tull & Associates for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Woodson Road, Young Road to Halifax Drive, Street&Drain Improvements Bond Funding • Asher Avenue, Oak Street to Woodrow Street, Street& Drain Improvements • Polk Street, Lee Avenue to A Street, Street and Drain Improvements Amount authorized for services: Three Hundred Eighty-One Thousand, Eight Hundred Fifty Dollars ($381,850.00). SECTION 3. The City Manager is hereby authorized to execute an agreement with Engineering Compliance and Construction, Inc., for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Windamere Drive, Continuation Drain Improvements Windamere Drive to Carlyle Drive • P Street, Pierce Street to Taylor Street, Street&Drain Improvements Bond Funding • Pine Manor Drive, Drain; Ranch Valley Road Area of Creek, Street and Drain Improvements • Kingsrow Drive, Street& Drain Improvements, #200 Block • Pinnacle Valley Road, Cantrell Road to City Limits, Widen and Add Bike Lanes Amount authorized for services: Three Hundred Sixty Thousand, Five Hundred Fifty Dollars ($360,550.00). SECTION 4. The City Manager is hereby authorized to execute an agreement with Hawkins—Weir Engineers,Inc.,for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Woodlane Street, Drain; Victory Street& south on Woodlane Street to 2nd Street • 8th & Brown Streets, Street& Drain Improvements • Adams Street, 12th Street north to Interstate 630, Street& Drain Improvements Bond Funding • 17th Street, Woodrow Street to Brown Street, Street& Drain Improvements Amount authorized for services: Two Hundred Sixty-Six Thousand Dollars($266,000.00). SECTION 6. The City Manager is hereby authorized to execute an agreement with SAIC Energy, Environment & Infrastructure, LLC, for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Sherrill Road, Rebsamen Park Road to North Sherrill Road, Street & Drain Improvements Bond Funding • Pine Valley Road at McKinley Street Roundabout • Scenic Drive, Grant Street to North Taylor Street, Street& Drain Improvements • McAdoo Street, Markham Street to Amherst Drive& Pinnacle Drive to H Street, Street& Drain Improvements • Chicot Road, Mabelvale Pike to North Chicot Road/Mabelvale Pike & Mabelvale Pike at North Chicot Road,east to Shetland Drive, Street& Drain Improvements Amount authorized for services: Four Hundred Sixty-Nine Thousand, Four Hundred Seventy-Nine Dollars($469,479.00). SECTION 7. SECTION 8. The City Manager is hereby authorized to execute an agreement with Michael Baker, Jr.,Inc.,for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • North Pine Street, Lee Avenue to Kavanaugh Boulevard, Street& Drain Improvements • Clarkson Street, 800 Block, Street& Drain Improvements • Marlborough Street, Reconstruct to Residential Standard • Yarberry Lane,east of Chicot Road, Street& Drain Improvements Amount authorized for services: Two Hundred Thirty Thousand, Seven Hundred Seventy-Five Dollars ($230,775.00). SECTION 9. The City Manager is hereby authorized to execute an agreement with Smith and Goodson, PLLC, for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • East 23rd Street, Pettaway Park, south to 23rd Street, Enclose Open Channel • Dr. Martin Luther King,Jr., Drive, Drain; Wet Weather Springs 28th Street to 30th Street • Schiller Street, Drain; Wet Weather Springs 23' Street to Roosevelt Road • Butler Road at Allyson Circle, Street& Drain Improvements • Tamela Drive, Valley Drive to Ramona Drive, Additional Drain • Lancaster Road & Lyn Dell Drive, Improve Drain Ditch Rear Homes Vicinity #5919 Lancaster Rd. Amount authorized for services: Eighty-Eight Thousand, Nine Hundred Sixty-Three Dollars ($88,963.00). SECTION 10. SECTION 11. The City Manager is hereby authorized to execute an agreement with McClelland Consulting Engineers for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Rodney Parham Road, Bike Lanes, Valley Club Circle to Cantrell Road • Pleasant Valley Drive at Saint James United Methodist Church — Fulbright Elementary School Drain Improvements • Pleasant Valley Drive at Arkansas Valley Drive, Roundabout Installation Bond Funding • Scott Hamilton Road, Interstate 30 to 65th Street, Street& Sidewalk Improvements • Zoo Drive at Fair Park Boulevard, Roundabout Installation • Mabelvale Cutoff, Shiloh Drive to Sardis Road, Street& Drain Improvements Amount authorized for services: Seven Hundred Ninety Thousand, Six Hundred Eighty-Five Dollars ($790,685.00). SECTION 12. The City Manager is hereby authorized to execute an agreement with White Daters & Associates, Inc., for design engineering and survey services needed to accomplish the following projects: Sales Tax Funding • Taylor Loop Road at Gooch Drive (northeast corner), Segmental Retaining Wall in Channel • LaMarche Drive, New Roadway on the north end of LaMarche Drive to Taylor Loop Road • 36'h Street Phase I & II of Dartmouth Drive to Shackleford Road and north on Shackleford Road 600 linear-feet Bond Funding • Taylor Loop Road, Rahling Road to LaMarche Drive, Street& Drain Improvements [Page 5 of 6] • Barrow Road Streetscape, Kanis Road to 36t Street • 36`h Street at Romine Road, Roundabout Reconstruction Amount authorized for services: Five Hundred Sixty-Nine Thousand. One Hundred Dollars ($569,100.00). SECTION 13. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. SECTION 14. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. SECTION 15. This resolution will be in full force and effect from and after the date of its adoption.
