5284 RESOLUTION NO 5,284 A RESOLUTION AUTHORIZING THE USE OF MODEL CITIES FUNDS TO PROVIDE LIMITED ASSISTANCE FOR CERTAIN NATURAL GAS LINE REPLACEMENT REQUIRED AS A RESULT OF PUBLIC STREET CONSTRUCTION PROJECTS; AND FOR OTHER PURPOSES WHEREAS , in certain public street construction and recon- struction projects new natural gas lines must be installed providing increased gas pressure to lines extending from the mains to the meter of abutting property owners; and WHEREAS , when such natural gas lines extending from the meter to the main fail to meet the pressure tests, such line must be replaced by the property owner, which in many instances due to inflationary costs of such replacement has created an extreme hardship to the extent of being unable to obtain natural gas services . NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. From and after the effective date of this Resolution Model Cities funds may be expended for the purpose of providing property owners financial assistance in defraying the cost of replacement of a natural gas line between the pro- perty owner' s meter and the main existing in the public right of way where such replacement is found to be the result of increased pressure provided by the replacement of the main in the right of way. The following formula and standards shall be utilized in determining the extent of the City 's financial participation in such replacement costs applicable only to residential consumers and in no instance shall the City' s costs exceed the sum of two hundred ($200 . 00) dollars per property owner: OWNER' S PERCENTAGE CITY' S PERCENTAGE OF COST OF COST ADJUSTED FAMILY INCOME 0 - 4,999 0 100 5 ,000 - 5 ,999 20 80 6 ,000 - 6 ,999 40 60 7,000 - 7 ,999 60 40 8,000 - 8 ,999 80 20 9 ,000 - Up 100 0 -2- SECTION 2 . For the purpose of determining Adjusted Family Income referred to in Section 1 hereof, each family is entitled to a reduction of $300 .00 off gross family income for each child living in the home who is eighteen years of age or under and/or over eighteen years old but who is in school or handicapped. SECTION 3 . Application for assistance under the pro- visions of this Resolution must be submitted to the Social Services Division of the East Little Rock Community Complex or the South Little Rock Community Center. The Social Ser- vices Division will submit the applications and recommendations to the Director of Human Resources , who in turn will take the necessary actions under the circumstances . SECTION 4.
