A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT WITH THE NATIONAL TRAINING
AND DEVELOPMENT SERVICE TO CONDUCT A JOB
SATISFACTION PROJECT, AND FOR OTHER PURPOSES .
WHEREAS, the City of Little Rock has recently initiated a
modernization of its personnel department and the policies and
procedures relating to governance of the city ' s workforce, and
WHEREAS, the National Training and Development Service has
proposed to the City of Little Rock a project to obtain employee
comment and opinion relating to jobs and job-related policies now
in use in the City, and
WHEREAS, the Board of Directors recognize that high quality
municipal services are best provided by employees working in a
organization with healthy supervisory relationships, rewarding
tasks and high morale.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The City Manager is hereby authorized and instructed
to execute a contract with the National Training and Development
Service for the design and implementation of a Job Satisfaction
Project. Said Contract shall be in form and substance as reflected
by Exhibit "A" attached hereto.
SECTION 2 . The objective of the Job Satisfaction Project will
be to improve the delivery of city services through the survey and
redesign of jobs based on the identification of work-related problems
determined by city employees themselves .
SECTION 3 . The City Manager is further instructed to request
amendment of the city' s Comprehensive Planning Assistance (701)
contract with the Department of Housing and Urban Development to
obtain the necessary federal funds to support the costs of the Job
Satisfaction Project.
SECTION 4. This Resolution shall be in full force and effect
from and after its adoption.

CONTRACT
WHEREAS, The City of Little Rock, a municipal corporation,
situated in Pulaski County, Arkansas, hereinafter termed "City, "
desires to obtain professional services for the analysis and re-
design of jobs and organization and desires to enter into a contract
with the National Training and Development Service, a nonprofit
corporation, of Washington, D. C. , hereinafter called "NTDS" :
NOW, THEREFORE, THE CITY AND NTDS HEREBY CONTRACT AND AGREE
AS FOLLOWS, to wit:
I. PROFESSIONAL SERVICES INCLUDED
The City agrees that the services to be performed hereunder
by NTDS shall be as described on Exhibit "A" entitled "Work
Statement" attached hereto and incorporated herein by reference for
all purposes .
II. PAYMENT FOR SERVICES
The City agrees to pay and NTDS agrees to accept for its
said professional services a sum of, not to exceed, Thirteen
Thousand and no/100 dollars ($13,000.00) provided such performances
as described on Exhibit "A" meets with the approval of the City.
Provided that payments will be based on actual expenditures for
time and materials, plus agreed upon fee rates. Payments shall
be invoiced by NTDS to the City and shall be determined from the
fee rate schedule as listed in Exhibit "B" which is attached hereto
and incorporated herein by reference for all purposes.
III. BEGINNING THE WORK
NTDS agrees to commence performance of its services under this
contract upon notification from the City and to perform the services
set out in Exhibit "A" , attached hereto, within six months from the
date of commencement of performance.
IV. TERMINATION OF CONTRACT FOR CAUSE
If, through any cause, NTDS shall fail to fulfill, in timely
and proper manner, its obligations under this Contract or if NTDS
shall violate any of the covenants, agreements, or stipulations of
the Contract the City shall notify NTDS of such failure or violation
and shall require that same be cured within fifteen (15) days from
date or receipt of such notice. Should NTDS fail to cure such
failure or violation with the period stated the City shall thereupon
have the right to terminate this Contract by giving written notice
to NTDS of such termination and specifying the effective date there-
of, at least five (5) days before the effective date of such term-
ination. In the event of such termination, all finished or un-
finished documents, data, studies, surveys and reports prepared
by NTDS under this contract, shall, at the option of the City
become its property. As soon as practicable after receipt of
this termination notice, NTDS shall submit a statement showing in
detail the services performed in work tasks agreed upon beforehand
under this contract through the date of termination and which have
not previously been paid by the City, and the City shall then
promptly pay to NTDS the fees which shall be due based upon the
work actually performed and the charges incurred.
V. DISCRIMINATION PROHIBITED
NTDS agrees that it will comply with Title IV of the Civil
Rights Act of 1964 as amended by the Equal Employment Opportunity
Act of 1972 and all requirements pursuant to Executive Order No.
11246, entitled " Equal Employment Opportunity" , as supplemented
in Department of Labor Regulations (41 CFR, Part 60) . NTDS
further agrees to submit to the City a declaration that it does
not discriminate on the basis of race, color, religion, creed,
national origin, sex and age.
VI. EXAMINATION OF RECORDS
NTDS agrees that the City, the Department of Housing and
Urban Development, the Comptroller General of the United States,
or any of their duly authorized representatives, shall have access
to any books, documents, papers and records which are directly
pertinent to the herein agreed upon professional services for the
purpose of making an audit, examination, excerpts or transcription.

VII. CONTRACT MADE IN ARKANSAS
This countract shall be deemed to be made in and subject to
•
the Laws of the State of Arkansas .

EXHIBIT "A"
WORK STATEMENT
ELEMENT NO.
A. Name: Orientation and Job Satisfaction Project Design
B. Description: The NTDS Project Director will make an initial review of the
city's organization and become acquanited with the City's officials and
employees with whom NTDS will be working. Project tasks and target dates
will be established. Jobs to be surveyed will be identified. The identifi-
cation of a Research Team will be accomplished. NTDS professional staff
will provide training for the Research Team and consulting services related
to the selection of survey instruments and design of an employee sample for
in-depth interviews.
C. Target Date: April 1 thru May 1,4, 1974.
ELEMENT NO. 2
A. Name:Job Satisfaction Interviews
B. Description: This work element includes two kinds of interviewing tasks :
(1 ) All employees will be administered a written survey instrument relating
to their attitudes and opinions about working conditions, job responsibilities,
supervisory and subordinate relationships and management rules and policies.
(2) A second survey instrument will be -administered orally to a random sample
of city employees to explore in-depth the attitudes and opinions identified in
the written questionnaire. NTDS personnel will monitor the Research Team
during the accomplishment of in-depth interviews.
C. Target Date: May 15 thru July 31 , 1974.
ELEMENT NO. 3
A. Name: Survey Data Analysis
B. Description: Concurrently with the conduct of in-depth interviews among a
random sample of city employees , NTDS will analyze the data obtained from the
written questionnaire. Services to be provided include data processing (key
punching , coding and computer time) for the compilation and feedback of written
information to the City.
C. Target Date: May 10 thru July 31 , 1974.
ELEMENT NO. 4
A. Name: Action Planning and Final Report
B. Description: Upon completion of the individualized in-depth interviews ,
NTDS and the City's Research Team will conduct action planning with City
department heads to arrive at solutions to identified problems as articu-
lated by the municipal work force. NTDS will assist in feedback sessions
and participate as process consultants during the redesign of jobs and or-
ganizational structures. These changes will be documented in a report
provided by NTDS at the conclusion of the Job Satisfaction Project.
C. Target Date: August 1 thru September 30, 1974.

FEE RATE SCHEDULE
