A RESOLUTION AUTHORIZING THE CITY OF LITTLE
ROCK AS PRIME SPONSOR TO ENTER INTO A MULTI-
JURISDICTIONAL AGREEMENT WITH THE COUNTIES
OF PULASKI , SALINE , FAULKNER AND LONOKE; AND
FOR OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS .
SECTION 1. The City of Little Rock , as Prime Sponsor,
is hereby authorized to enter into a multijurisdictional
agreement with all participating jurisdictions in the
Comprehensive Manpower Program II provided for and funded
in keeping with the provisions of the Federal Comprehensive
Employment and Training Act of 1973. Said Agreement is in
form and substance as reflected by Exhibit A attached hereto.
The Mayor, acting for and on behalf of the City of Little
Rock is hereby authorized to execute said agreement.
SECTION 2 . This Resolution shall be in full force and
effect from and after its adoption.

AGREEMENT FOR PARTICIPATION IN FEDERAL MANPOWER •
PROGRAMS PROVIDED FOR UNDER TITLE I OF THE COM-
PREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973
WHEREAS , the City of Little Rock , Arkansas , as Prime
Sponsor, and the Counties of Pulaski, Saline, Faulkner and
Lonoke, as participants , propose participation in the Federal
Manpower Programs provided for under Title I of the Comprehen-
sive Employment and Training Act of 1973 and for this purpose
and for the purpose of complying with provisions of the law
applicable , agree as follows :
A. The City of Little Rock, Arkansas is and shall be the
Prime Sponsor of all Manpower Programs in the four county areas
comprised of Pulaski , Saline, Faulkner and Lonoke.
B. The statutory authority for the Prime Sponsor partici-
pation herein is Title 19 , Arkansas Statutes of 1947 , annotated.
The authority for the counties of Pulaski, Saline, Faulkner and
Lonoke through the county courts of each of said counties is
Article 7 , Section 28 , Constitution of Arkansas , 1874, as amended.
C. The City of Little Rock, Arkansas as Prime Sponsor has
no limitations and to the contrary is expressly authorized to
enter into this agreement and perform as required by Title I of
the Comprehensive Employment and Training Act of 1973 . (See
Sections 19-2348 and 19-2349 , Arkansas Statutes, 1947 annotated. )
D. The City of Little Rock, Arkansas, acting as Prime
Sponsor, acknowledges responsibility to account for Federal
funds provided in the areas of Pulaski, Saline, Faulkner and
Lonoke Counties , together with the City of Little Rock and fur-
ther acknowledges responsibility to monitor; evaluate and take
corrective action relating to the pertinence of any and all
subcontracts under the Grant Agreement.
E. All parties to this Agreement acting through the County
Courts of each of the separate four counties and the Mayor,

acting for and on behalf of the Prime Sponsor, shall partici-
pate in the decision making related to planning and operation
of the Comprehensive Manpower Program in the following par-
ticulars :
All parties hereto acting through the respective County
Courts of the four counties and the Mayor of the Prime Sponsor
will concur and sign off by approving the plan and operational
application submitted to the Department of Labor and also sign
off and approve any measured program modification during the
operational year.
THIS AGREEMENT is executed in five (5) counterparts , each
of which is an original this day of , 1974 .
