5167 RESOLUTION NO. 5,167 RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS APPROVING THE REVISED URBAN RENEWAL PLAN FOR THE CENTRAL LITTLE ROCK URBAN RENEWAL PROJECT, ARK R-12 WHEREAS, under the provisions of Title I of the Housing Act of 1949, as amended, the Secretary of Housing and Urban Development is authorized to provide financial assistance to Local Public Agencies for undertaking and carrying out urban renewal projects; and WHEREAS, the Housing Authority of the City of Little Rock, Arkansas, herein called the "Local Public Agency" has entered into contracts for financial assistance under such Act with the United States of America, acting by and through the Secretary of Housing and Urban Development, pursuant to which Federal funds were provided for the urban renewal projects, herein called the "Project identified as the Central Little Rock Urban Renewal Project, ARK R-12, and the High Street Urban Renewal Project, ARK R-6; and WHEREAS, the Local Public Agency is desirous of combining the High Street Urban Renewal Project, ARK R-6 and the Central Little Rock Urban Renewal Project, ARK R-12 into one project and so designate the combined project as Central Little Rock Urban Renewal Project, ARK R-12; and WHEREAS, the combining of these two areas will further clarify that the original Central Little Rock Urban Renewal Plan will be designated Phase I, and the High Street Urban Renewal Plan will be designated as Phase II; and WHEREAS, the Local Public Agency has applied for additional financial assistance under such Act and proposes to enter into an additional contract or contracts with the Department of Housing and Urban Development for the undertaking of, and for making available additional financial assistance for, the Project; and WHEREAS, there has been prepared and referred to the Governing Body of the Locality for review and approval a Revised Urban Renewal Plan for the Central Little Rock Urban Renewal Area, Project ARK R-12, Phase II, dated March 19, 1974, to include the "Revised Urban Renewal Plan for the High Street Area , Project ARK R-6" dated February, 1967, consisting of six (6) pages, three (3) maps, and two (2) exhibits and a set of conditions set forth in the Relocation Program under which said Local Public Agency will make Relocation Payments; and WHEREAS, the Revised Urban Renewal Plan has been approved by the Governing Body of the Local Public Agency, as evidenced by the copy of said Body's duly certified resolution approving the Revised Urban Renewal Plan, which is attached thereto; and WHEREAS, the Governing Body is cognizant of the condittns that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title I , including those prohibiting discrimination because of race, color, creed, or national origin: S. a n NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 1. That the Revised Urban Renewal Plan for the Project, which consists of the combining of the High Street Urban Renewal Plan, ARK- R-6, hereinafter called ARK R-12, Phase II, and the Central Little Rock Urban Renewal Plan, ARK R-12, hereinafter called ARK R-12, Phase I , is hereby approved, and the City Clerk be and is hereby directed to file said copy of the Revised Urban Renewal Plan with the minutes of this meeting. 2. That it is hereby found and determined that the financial aid provided and to be provided pursuant to the contract (s) for Federal financial assistance pertaining to the Project is necessary to enable the Project to be undertaken in accordance with the Revised Urban Renewal Plan for the Project area. 3 . That additional financial assistance under the provisions of Title I of the Housing Act of 1949, as amended, is necessary to enable the land in the Project area to be renewed in accordance with the Revised Urban Renewal Plan for the Project area, and accordingly, the filing by the Local Public Agency of an application or applications for such financial assistance under Title I is hereby approved.
