A RESOLUTION IN OPPOSITION TO SENATE
BILL NO. 1541 NOW BEING CONSIDERED BY
THE UNITED STATES CONGRESS
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS.
SECTION 1. The Board of Directors of the City of Little
Rock, Arkansas hereby expresses opposition to Senate Bill
No. 1541 as presently drafted, same being the Federal Act to
Control Expenditures and Establish National Priorities for
the reason that such would seriously impair the Federal General
Revenue Sharing program to the detriment of the City of Little
Rock.
SECTION 2 . The City of Little Rock strongly urges that
the proposed legislation be amended so as to exempt General
Revenue Sharing funds from the following provisions thereof:
a) Section 308 (b) and 309 . This section would enable
Congress to rescind already enacted budget authority.
General Revenue Sharing would be subjected to the
recision mechanism.
b) Section 401. This section would enable the Congress,
through the use of a concurrent budget resolution, to
require that outlays authorized under all permanent budget
authority be approved by the Appropriations Committees .
Revenue sharing funds would, therefore , only become
available upon the consent of the Appropriations Committees .
c) Section 402 . This section requires that all new
budget authority (budget authority provided after the
enactment of the bill) would only become available through
subsequent action by the Appropriations Committees .
Revenue sharing, if reenacted would automatically be
subject to the will of the Appropriations Committees.
d) Additionally, That Title VIII of the bill be deleted.
The consequences of this section would be to limit
multi-year funding to three years and require program
reauthorization at the end of the three-year period.
Under this type of restriction revenue sharing would be
seriously damaged.
SECTION 3 . This Resolution shall be in full force and
effect from and after its adoption.
