11880RESOLUTION NO. 11,880 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH THE TRUST FOR PUBLIC LAND (TPL) 5 TO PURCHASE ABAONDONED RAILROAD RIGHT -OF -WAY FOR 6 THE ARKANSAS RIVER TRAIL; AND FOR OTHER PURPOSES. 7 8 WHEREAS, Little Rock Parks and Recreation has developed a Master Park Plan 9 that identifies a pedestrian trail corridor along the Arkansas River, and 10 WHEREAS, the City Board of Directors has adopted the Master Parks Plan, and 11 WHEREAS, Little Rock Parks and Recreation has received a grant from the 12 Arkansas Department of Health to build one mile of trail along this corridor, and 13 WHEREAS, Heart Clinic Arkansas has raised a significant amount of private and 14 corporate dollars to offset the cost of trail construction along this corridor, and 15 WHEREAS, the Trust for Public Land has negotiated Union Pacific Railroad to 16 acquire the section of abandoned railroad right -of -way from the Baring Cross Bridge to 17 the Junction Bridge over the course of two transactions; this being the first, and 18 WHEREAS, funding is' currently incorporated into the Federal Highway and 19 Transportation Bill for the second phase of this acquisition, and 20 WHEREAS, this corridor is critical to the completion of the River Trail project, 21 which has become a "community" priority and will help extend the total acreage of 22 Riverfront Park for the other recreational purposes. 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 H [PAGE 1 OF 2] I 2 3 4 5 6 7 8 9 10 Section 1: The City Manager is hereby authorized to enter into an agreement with the Trust for Public Land to purchase approximately 2,750 linear feet of abandoned Union Pacific Railroad Right -of -way for an amount not to exceed $1,300,000. $350,000 will be provided from the State of Arkansas appropriation; $500,000 will be provided from the 2004 bond issue; $500,000 will be provided from the 2005 short -term financing when available.
