RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS. AUTHORIZING AMENDMENT TO THE
URBAN RENEWAL PLAN FOR THE UNIVERSITY PARK URBAN
RENEWAL PROJECT, ARK R-51 TO PERMIT REDEVELOPMENT
OF PROJECT LAND FOR TRANSIENT HOUSING PURPOSES
WHEREAS, the Housing Authority of the City of Little Rock,
Arkansas, hereinafter called "Housing Authority" is undertaking
and executing activities in accordance with the Urban Renewal Plan
for the University Park Urban Renewal Project, ARK R-51, pursuant
to a Loan and Capital Grant Contract with the United States of
America, dated August 31, 1964, through the Department of Housing
and Urban Development; and
WHEREAS, the Urban Renewal Plan for the University Park Project
contains a provision prohibiting redevelopment of any project land
for transient housing purposes; and
WHEREAS, in order for the Urban Renewal Plan to embrace and
permit construction of hotels or other housing for transient use
within the project boundaries on project land, the Plan must be
supported by a competent independent analysis evincing a need for
additional units of such housing; and
WHEREAS, a transient housing facility study has been performed
for the Housing Authority, pursuant to and as a part of present urban
renewal planning activities, by Alexander and Moskowitz, Inc. , of
New York City, which indicates the need for additionl transient
housing facilities; and
WHEREAS, it has been determined, as a result of the aforementioned
transient housing study together with the view of the type and nature
of the development, existing and proposed, in and surrounding the Pro-
ject Area since inception of the Urban Renewal Plan, that it is
desirable, beneficial to and in the best interests of the Housing
Authority and the City of Little Rock, in carrying out the Urban

Renewal Plan, to change the Plan to permit transient housing
facilities to be constructed within the Project Area on
project land;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
That it is hereby found and determined, as a result of
a competent independent analysis of the local supply of transient
housing, that there exists in the area a need for additional
units of such housing and that the Urban Renewal Plan for the
University Park Urban Renewal Project, ARK R-51, be amended
to permit redevelopment of land within the project for transient
housing purposes.
