4922 A RESOLUTION
NO. 4,922
WHEREAS, the City of Little Rock, Arkansas is vitally
interested in the passage of S. B. iot* , now pending before the
General Assembly of the State of Arkansas ; and
WHEREAS , there is great need by the City of Little Rock
for a flexible source of revenue with which to meet the infla-
tionary forces in our economy and to continue providing facilities
and services to, among others , the State agencies as well as
protection to State property and personnel ; and
WHEREAS , some members of the General Assembly who are
elected wholly or in part by the citizens of Little Rock have
expressed reluctance to support said bill on the theory that a
percentage appropriation is undesirable and wrong in principle ; and
WHEREAS , the principle of percentage appropriation of funds
is not unprecedented, to-wit: The constitutional offices of the
State of Arkansas , which are supported by Three Percent (3%) of
general revenues ; and
WHEREAS, the cities and counties , collectively , represent all
of the people of this State, as do the constitutional offices ;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS :
That the concept of percentage appropriation of revenues
for cities and counties is not inconsistent with existing practices
and there is a great and undeniable need by Little Rock,
Arkansas , and other local governments for a form of tax income
capable of expanding with inflationary forces in future years .
BE IT FURTHER RESOLVED that all members of the General
Assembly elected wholly or in part by the citizens of Little Rock ,
Arkansas , be and they are hereby urged to give their full support
to the passage of S.B.,-4 •during the current session of the
General Assembly.
