RESOLUTION AUTHORIZING AN AMENDMENT TO THE
COOPERATION AGREEMENT BY AND BETWEEN THE
HOUSING AUTHORITY OF THE CITY OF LITTLE
ROCK, ARKANSAS, AND THE CITY OF LITTLE
ROCK, ARKANSAS, FOR THE CENTRAL LITTLE
ROCK URBAN RENEWAL PROJECT, ARK R-12
WHEREAS, on May 21, 1962, the Housing Authority of the City
of Little Rock, Arkansas, hereinafter called "Authority," and the
City of Little Rock, Arkansas, hereinafter called "City," entered
into a Cooperation Agreement in connection with the execution of
the Central Little Rock Urban Renewal Project, ARK R-12; and
WHEREAS, an amendatory application for Loan and Grant,
dated August 15, 1972 was submitted to the Department of Housing
and Urban Development for approval; and
WHEREAS, said Amendatory Application reflects a change in
the gross project cost, net project cost and the two-thirds share of
net project costs as set out in the fifth and sixth WHEREAS clauses,
page 2, of said Cooperation Agreement; and
WHEREAS, the City plans certain site and public improvements
with its funds for which non-cash grants-in-aid will be claimed as
credit towards meeting the local share of the cost of the Central
Little Rock Urban Renewal Project; and
WHEREAS, the Housing Authority has submitted an Amendatory
Application for Loan and Grant in which the non-cash grants-in-aid
will be considered; and
WHEREAS, in view of the above, the Authority and the City
are desirous of amending the Cooperation Agreement entered into
on May 21, 1962;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That the execution of the Amendment to the
Cooperation Agreement by and between the Housing Authority of
the City of Little Rock, Arkansas, and the City of Little Rock,
Arkansas, for the Central Little Rock Urban Renewal Project,
ARK R-12, attached hereto as Exhibit "A," be, and hereby is,
in all respects approved.
Section 2. That the Mayor and City Clerk be and they are
hereby authorized to execute said amendment for and on behalf
of the City of Little Rock, Arkansas, and to take such further
actions as may be necessary to effectuate said Agreement.
Section 3. This Resolution shall be effective immediately.

AMENDMENT TO COOPERATION AGREEMENT
BY AND BETWEEN
THE HOUSING AUTHORITY OF THE CITY OF LITTLE ROCK, ARKANSAS
AND
THE CITY OF LITTLE ROCK, ARKANSAS
(Re: Central Little Rock Urban Renewal Project, ARK R-12)
WHEREAS, on May 21, 1962, the Housing Authority of the
City of Little Rock, Arkansas , hereinafter called "Authority", and the
City of Little Rock, Arkansas, hereinafter called "City", entered into
a Cooperation Agreement in connection with the execution of the Central
Little Rock Urban Renewal Project, ARK R-12; and
WHEREAS, an Amendatory Application for Loan and Grant, dated
May 15, 1970 was submitted to the Department of Housing and Urban Devel-
opment for approval; and
WHEREAS, pursuant to the execution of the Central Little Rock
Urban Renewal Project, it is now desirous of amending said Cooperation
Agreement, which reflects changes made in the Amended Part II Applica-
tion for Loan and Grant dated August 15, 1972; and
WHEREAS , said changes reflect a change in the gross project
cost, net project cost and the project capital grant as set out in the
fifth and sixth WHEREAS clauses, page 2,. of said Cooperation Agreement; and
WHEREAS, the undertaking of said Project will involve gross
project costs, federal, state, and local, in the amount of approximately
$31,529,643.00, and net project costs of approximately $18,940,933 .00;
and
WHEREAS, the Department of Housing and Urban Development of
the United States of America will agree to pay an estimated $12 ,536,285.00
as its project capital grant; and
• WHEREAS, the City plans certain site and public improvements
with its funds for which non-cash grants-in-aid will be claimed as
credit towards meeting the local share of the cost of the Central
Little Rock Urban Renewal Project; and
WHEREAS, the Housing Authority has submitted an Amendatory
Application for Loan and Grant in which the non-cash grants-in-aid
will be considered;
NOW, THEREFORE, in consideration of the recitals hereof and
of the mutual promises and covenants herein set forth, the parties
hereby agree as follows:
1. The City Agrees:
a. To construct on properties immediately east of the
Robinson Auditorium a parking garage and plaza at an updated estimated
cost of $2,948,000 of which $1,928,000 for the garage is offered as a pro-
vision of local non-cash grant-in-aid, (Item 2) ; the remainder of which,
$1,020,000 for the plaza , will be provided by the Housing Authority as
an Item I fund.
b. To provide an estimated local share of $526 ,000 for the
remodeling of Robinson Auditorium of which the local non-cash grant-in-aid
to be claimed by the Housing Authority is $131,500 as an Item 2 fund.
c. That the facilities are now under a construction contract.
d. To timely provide certification of the construction cost
of these facilities after completion.
e. To purchase sub-surface rights of disposition parcels
B-7-1-PU and B-6-2-PU from the Housing Authority for $45 ,500.
f. The City recognizes that Title VI of the Civil Rights
Act of 1964 and the regulations and policies of the Department of Hous-
ing and Urban Development effectuating the Title and Executive Order
11063 prohibit discrimination on the ground of race, color, creed,
or national origin in the policies and practices of any public facility,
and on the ground of race , color, or national origin in the policies
of any educational institution, or hospital responsible for proposed
credit to the locality's share of the cost of an urban renewal project
receiving financial assistance from the United States. The City hereby
assures the United States and the Secretary of Housing and Urban Devel-
opment that the Auditorium Parking Garage and Plaza and the Auditorium,
will be available to and serve all persons without regard to race, color,

creed, or national origin.
2. The Housing Authority Agrees:
a. To the acceptance of the cost to that part pertaining
to the Cooperation by the City in undertaking the Auditorium Parking
Garage and to the remodeling of Robinson Auditorium.
b. To construct a plaza (park) over the parking garage at
an estimated cost of $1,020,000.
c. To sell the sub-surface rights of disposition parcels
B-7-1-PU (Lot 12, Block 100, Original City of Little Rock) and B-6-2-PU
(Lots 7, 8, and 9, Block 99, Original City of Little Rock) which will be
beneath the proposed Parking Garage and Plaza, to the City for $45,500.
3 . This Cooperation Agreement shall be terminated if at any
time the Department of Housing and Urban Development of the United
States of America determines that the Central Little Rock Urban Renewal
Project 'is not eligible for continued federal financial assistance under
the provisions of the National Housing Act of 1949, as amended.
IN WITNESS WHEREOF, the Authority and the City have caused
this Amendment to the Cooperation Agreement to be executed by their duly
} authorized officers this 19th day of December , 1972.
