4860 • RESOLUTION NO. 4,860 A RESOLUTION AUTHORIZING THE ENTERING INTO OF AN AGREEMENT WITH THE UNITED STATES OF AMERICA AS PROVIDED FOR BY TITLE 4 OF THE INTERGOVERNMENTAL PERSONNEL ACT OF 1970 PROVIDING FOR THE ASSIGNMENT OF A FEDERAL EMPLOYEE AS A MANAGEMENT INFORMATION SYSTEM OFFICER; AND FOR OTHER PURPOSES. BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager, acting for and on behalf of the City of Little Rock is hereby authorized to enter into an Assignment Agreement with the appropriate agency of the United States of America whereby a Civil Service Employee of the government will be assigned to serve the City of Little Rock under and at the directions of the City Manager in the capacity of a Manage- ment Information System employee for a period of one (1) year. It being understood and agreed that the City of Little Rock will assume and pay Fifty- ! one (51%) percent of the salary of said employee during his tenure as agent of the City of Little Rock. Said Assignment Agreement is in form and substance as reflected by Exhibit "A" attached hereto and made a part hereof. SECTION 2. This Resolution shall be in full force and effect from and after its adoption. See Attachment. • PART X — FISCAL CELIGATIONS • FEDERAL AGENCY OBLIGATIONS The Department of Labor will continue to pay the assigned employees ' full salary, of which 51% will be billed to the City of Little Rock, Arkansas . STATE OR LOCAL GOVERNMENT AGENCY OBLIGATIONS • The City of Little Rock will reimburse the Department of Labor for 51% of the assigned employees ' salary . S. Department of Labor and the employee. PART V - STATEMENT OF GOALS AND OBJECTIVES REASONS FOR ASSIGNMENT REQUEST To plan and oversee the study activities , to train and organize the staff, to coordinate the compilation of the report, and recommend im- provements in management information processing; also to conduct feasi- bility planning and appraisal with respect to area terminal interfaces in the DOL regional teleprocessing network, and provide DOL liaison and coordination for the Comprehensive Area Manpower Planning System, the Automated Job Matching System, and other Labor Department programs. SPECIFIC OBJECTIVES AND ANTICIPATED RESULTS Assigned employee will insure the submittal of the study report , including 1 . A statement of ADP objectives 2. A description of Little Rock 's existing MIS 3. A conceptual outline of proposed new MIS with alternatives for both automated and manual processing 4. Preliminary ADP hardware and systems needs 5 . A cost/benefit report 6. Recommendations for further actions PART VIII -• EMPLOYEE BENEFITS (LEAVE PROVISIONS) Lmployee will continue to accrue Annual Leave at the rate of six (6) hours bi-weekly and Sick Leave at the rate of 4 hours bi-weekly during the period of assignment. With the approval of the City Manager, employee may utilize accrued Annual and Sick Leave, including existing balances, during the course of the assignment . PART IX - TRAVEL AND TRANSPORTATION EXPENSES AND ALLOWANCES All authorized travel and transportation expenses , including per diem allowances will be paid by the Department of Labor, except that any travel directed by the City of Little Rock, during the course of the assignment shall be at the expense of such city. Travel expenses for the assigned employee and his dependents from Silver Spring, Maryland, to and return from Little Rock, Arkansas , is authorized. A standard per diem allowance for the assigned employee and his dependents is authorized for the first thirty (30) days of the assignment . A supplemental per diem allowance of ten dollars is authorized thereafter for the duration of the assignment in lieu of the transportation of household effects, and to compensate for the expense of maintaining two homes. • r •
