A RESOLUTION ACCEPTING ARKANSAS STATE
HIGHWAY DEPARTMENT MINUTE ORDER NO 71-495
PASSED SEPTEMBER 29 , 1971 , CONSISTING OF
TWO PAGES ; AND FOR OTHER PURPOSES
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS .
SECTION 1. That certain Minute Order No. 71-495 of the Arkansas
State Highway Department passed September 29 , 1971 consisting of two
pages , a copy of which is attached hereto as an Exhibit granting the
City of Little Rock permission to do certain construction from
Highway No. 10 to Louisiana Street thus providing access to the
Convention Center Complex now under construction at Spring and
Markham Streets in the City of Little Rock , Arkansas is hereby accepted.
SECTION 2 . This Resolution shall be in full force and effect
from and after its adoption.

In PULASKI COUNTY in the City of Little Rock on HIGHWAY 10 :
WHEREAS, Minute Order 70-402 dated October 28, 1970 authorized the City
of Little Rock to construct improved access to the proposed Conventio
Center on Highway
g � 10 at Spring Street; and Convention
WHEREAS, the City has now requested permission to construct an off-
from Highway 10 to Louisiana Street which will involve the deletion rof
the existing off-ramp from the Main Street Bridge to Highway 10; and
WHEREAS, the traffic now using the Main Street Bridge off-ramp is com-
paratively light and will be accommodated by an alternate route; and
WHEREAS, it is the desire of the Commission to cooperate with munici-
palities on joint development and multiple use of highway transportation
facilities to enhance the environment and increase the safety and mobi-
lity lity of the traveling public. obi-
NOW THEREFORE, the Director is authorized to issue a permit to

Louisiana Street, subject to the following conditions :
1. That the proposed construction be in accordance with
plans approved by the Department.
2 . That all construction on highway right-of-way meet
with the approval of the Department's District Engineer.

3 . That all right-of-way required by the proposed con-
struction including detours be furnished and required
utility adjustments be performed without cost to the
Department.
4 . That all construction including the installation of
signs, signals , and other necessary traffic control
devices be performed without cost to the Department.
5 . That the City assume full liability of hazard to
traffic that might be created by the construction
operations .
6 . That no state highway or federal-aid highway funds
shall be used in connection with the proposed work.
