A RESOLUTION AUTHORIZING A CONTRACT WITH
THE STATE OF ARKANSAS PROVIDING FOR
PARTICIPATION BY THE CITY OF LITTLE ROCK
IN THE ALCOHOLIC SAFETY ACTION PROGRAM
PROJECT SPONSORED BY THE FEDERAL GOVERN-
MENT ; AUTHORIZING ADDITIONAL PERSONNEL
AND POSITIONS THEREFOR IN THE POLICE
DEPARTMENT AND IN THE TRAFFIC COURT
DIVISION; AND FOR OTHER PURPOSES
WHEREAS , the State of Arkansas has a contract with the United States
Department of Transportation, National Highway Traffic Administration,
to develop, implement and evaluate a comprehensive counter-measures
program designed to reduce the role of alcohol as a contributing factor
in highway crashes and proposes an agreement with the City of Little
Rock (as subcontractor) whereby the City would perform certain work for
the State of Arkansas to meet the objectives set forth in said contract;
and,
WHEREAS , it is desirable for the City to participate in this very
worthwhile project.
NOW, THEREFORE , BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1 . The City Manager is hereby authorized, acting for and
on behalf of the City of Little Rock , to execute that certain contrac-
tual agreement , attached hereto and identified as Exhibit "1" two copies
of which are and shall remain on file in the office of the City Clerk
whereby the City will serve as subcontractor under the State of Arkansas
to perform that certain work set forth in the contract generally per-
taining to the development , implementation and evaluation of a compre-
hensive counter-measures program designed to reduce the role of alcohol
as a contributing factor in highway crashes .
SECTION 2 . In order to perform the work required by the contract
hereinabove authorized , additional police personnel is deemed necessary ,
therefore , eight additional positions of patrolmen and one additional
position of sergeant is hereby created in the Police Department and
authorization granted to fill such positions in the manner as is now
and may hereafter be provided by law. Salary for such personnel shall

be in keeping with the provisions of the city ' s Position , Classification
and Pay Scale Plan as now and/or hereafter may be applicable together
with the budget appropriations as provided by the Board of Directors
of the City of Little Rock from time to time.
SECTION 3 . In addition to the personnel authorized in Section 2
hereof there is hereby created a position of Probation Officer to serve
in the Traffic Division of the Little Rock Municipal Court under and
at the direction of the judge of said Court in the fulfillment of the
city ' s obligation under the contract herein provided for. Salary for
the position of Probation Officer herein authorized is hereby fixed
at $600 . 00 per month and shall remain such until changed by order of
the Board of Directors .
SECTION 4 . This Resolution shall be in full force and effect from
and after its adoption.
