RESOLUTION NO. 4,493
A RESOLUTION AUTHORIZING THE CITY MANAGER
ACTING ON BEHALF OF THE CITY TO CONTRACT
WITH THE UNITED STATES DEPARTMENT OF TRANS-
PORTATION AS A PARTICIPANT IN THE FEDERALLY
SPONSORED PROGRAM OF "TRAFFIC OPERATIONS
PROGRAM TO INCREASE CAPACITY AND SAFETY" ON
PUBLIC STREETS ; AND FOR OTHER PURPOSES
WHEREAS , The United States Department of Transportation is
sponsoring a federally funded program administered through the
Arkansas State Highway Department known as "Traffic Operations
Program to Increase Capacity and Safety" (also known as TOPICS)
on public streets and provides funds on a fifty (50o) percent
matching basis for a variety of works and improvements deemed
related to a capacity and safety program; and
WHEREAS , The City of Little Rock has heretofore budgeted for
the calendar year of 1971 various sums of money for the purposes
of improving the capacity and safety of the streets in the City of
Little Rock and desires to become a participant in the program
offered for the said TOPICS Program.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1. The City Manager is hereby authorized and directed
acting for and on behalf of the City of Little Rock to contract with
the United States Department of Transportation to become a partici-
pant in the federally sponsored program known as "Traffic Operations
Program to Increase Capacity and Safety" on public streets to the
extent and in such undertakings as funds heretofore appropriated in
the 1971 budget for the purposes of improving the capacity and safety
of streets in the City of Little Rock may from time to time permit.
SECTION 2 . The City Manager is authorized and directed to
execute any and all documents and agreements with the United States
Department of Transportation and/or the Arkansas State Highway

Department (the local administrator for the federal funds) as may
be necessary for the City of Little Rock to become a full participant
in such program.
SECTION 3. This Resolution shall be in full force and effect
from and after its adoption.
