4281 RESOLUTION NO . 4,281 A RESOLUTION IN MEMORIAM OF FRED W. PARRIS WHEREAS , Fred W. Parris passed from this life on October 5, 1969, to the peace toward which he devoted his life; and WHEREAS, during his earthly visit, Fred Wm Parris dedicated his life with vigor, determination and joy to serving his fellow man wherever and whenever possible; and WHEREAS , the said Fred W. Parris, commencing with January 1, 1952, served the citizens of this City first as an elected representative to the City Council and then as a member of the Housing Authority of the City of Little Rock, in which capacity he was serving at the time of his death; and WHEREAS , in his official capacity as a representative of the people, his actions and judgments were ever motivated by a determination of fair play for all people with a passion for employing the democratic processes. It was his belief that the majority should prevail and that in most instances, the majority is right; and WHEREAS , it is desired and proper, that we, by this Resolution, commemorate the life of Fred W. Parris. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS ® SECTION 1. May posterity view and use the life of Fred W. Parris with the same presence of mind and be guided by the same principles which always directed his actions and which all agree were worthy and intended to benefit all men. SECTION 2.
