A RESOLUTION AUTHORIZING THE CITY MANAGER
TO FILE APPLICATION WITH THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR FINANCIAL
AID UNDER THE INTERIM ASSISTANCE PROGRAM
PURSUANT TO SECTION VII OF THE HOUSING ACT
OF 1968 AS A MEANS OF FINANCING AN EARLY
IMPACT PROGRAM IN THE MODEL CITIES NEIGH-
BORHOOD; AND FOR OTHER PURPOSES.
WHEREAS, Section VII of the Housing Act of 1968, as
amended, authorizing the Department of Housing and Urban
Development to make grants to cities, other municipalities and
counties to assist in carrying out programs of interim
assistance to alleviate harmful conditions in slum and blighted
areas, which are planned for substantial treatment in the near
future but in which some immediate public action is needed
until renewal activities can be undertaken ; and
WHEREAS, it has been found and determined by this
body that there exists in the Model Neighborhood certain slum
and blighted areas for which a program of interim assistance
may be expected to alleviate harmful conditions in said areas ;
and
WHEREAS, Title VI of the Civil Rights Act of 1964, and
the regulations of the Department of Housing and Urban Development
effectuating that Title provide that no person shall be discrim-
inated against because of race, color, or national origin in the
use of the financial assistance received.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1 . The City Manager of the City of Little Rock,
Arkansas, be and is hereby authorized and directed to file with
the Department of Housing and Urban Development of the United
States Government on behalf of the City of Little Rock an Appli-
cation in the amount of $369,086 .65 for an Interim Assistance
Program pursuant to Section VII of the Housing Act of 1968 as a
means of financing an early impact program in the Model Neigh-
borhood; and that the City Manager of the City of Little Rock
is hereby authorized and directed to execute and file such

application to provide such additional information and furnish
such documents as may be required by the Department of Housing
and Urban Development of the United States Government and to
execute and file requisitions for funds, and to act as a
representative of the City of Little Rock in the accomplishment
of an Interim Assistance Program.
SECTION 2 . That the United States of America and the
Secretary of Housing and Urban Development be, and they are
hereby assured of full compliance by the applicant with
regulations of. the Department of Housing and Urban Development
effectuating Title VI of the Civil Rights Act of 1964.
SECTION 3 . This Resolution shall be in full force and
effect from and after its adoption .
