4195 RESOLUTION NO. 4,195 A RESOLUTION DEFINING THE POLICY OF THE CITY OF LITTLE ROCK REGARDING SALARIES FOR EMPLOYEES . AND FOR OTHER PURPOSES . WHEREAS, a decline in the level of service to the public is obvious, which in part relates to an inadequate wage level now in effects and WHEREAS, the City suffers from an inadequate number of employees and certain classes of employees suffer grossly by comparison salary-wise. and WHEREAS, a new position classification and wage scale study is now in progress to be completed hopefully within 120 days ; and WHEREAS, the Board of Directors intends to restore the level of public service in this city by providing adequate wages and manpower. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS . SECTION 1 . The City Manager and his staff are hereby requested to proceed as expeditiously as possible to complete the position classification and wage scale study for all employees of the city government. SECTION 2 . Prior to the time of completion of the said study and as an interim relief, effective July 1, 1969 salaries for all non-uniformed employees and firemen will be increased by five percent and policemen' s salaries will be increased by $50.00 each per month. SECTION 3. Differentials between salaries provided for in Section 2 hereof and such as the study referred to may reflect will be corrected and adjusted to be consistent with the study effective September 1 , 1969 . _2_ SECTION 4. The City Manager is directed to prepare for consideration by this Board legislation levying additional franchise or privilege taxes on public utilities to provide the necessary revenues for the increased salaries herein authorized. SECTION 5 The City Manager is directed to prepare the necessary legislation to authorize such additional firemen as may be financially feasible to restore Fire Department service to the level existing prior to the effective date of Act 393, Acts of Arkansas of 1969 which reduced the hours of work for firemen. SECTION 6. The City Manager is urged to economize in the operation of the city government wherever possible. SECTION 7 . Public support is solicited in this program for we have no choice or desire but to operate the city government progressively. SECTION 8.
