A RESOLUTION ENDORSING IN CONCEPT THE
STREETSCAPE PLAN AS PROPOSED BY THE
URBAN PROGRESS ASSOCIATION; AND FOR
OTHER PURPOSES .
WHEREAS , it is recognized that the central core
of Little Rock serves as "downtown" for not only the immediate
metropolitan area, but in a larger sense, for all of Arkansas,
and
WHEREAS , the maintenance and enhancement of the
economic vitality of this area is of important concern to all
citizens; and
WHEREAS , an important adjunct to the creditable
efforts to revitalize this area through the City' s Urban
Renewal Program involves coordinated and complementary planning
and subsequent action by civic organizations and private
enterprise; and
WHEREAS , the Urban Progress Association has provided
the organization and leadership in developing workable plans
for enhancing the functional and the aesthetic posture of the
downtown area through the Urban Progress Central Core Develop-
ment Plan; and
WHEREAS, the first phase of the Urban Progress plan,
known as "streetscape, " provides for highly desirable aesthetic
treatment of downtown streets and sidewalks, including the
removal and placement underground of overhead wires, street

graphics and lighting, sidewalk design, street furniture and
coordinated landscaping, the cost of which is proposed to be
borne by the property owners concerned with establishing the
best possible image of the City, and

WHEREAS , Urban Progress has coordinated its planning
activities and has conferred closely with the Community
Development Department of the City to assure compatibility
with the various codes, regulations and ordinances of the
City; and
WHEREAS , the Urban Progress Streetscape plan has
been reviewed by and received the endorsement of the City
Beautiful Commission and the City Planning Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS .
SECTION 1 , The City Board of Directors hereby
endorses the concept of the Streetscape Plan as proposed by
the Urban Progress Association and hereby authorizes and
directs the City Manager to provide direction and guidance
to the Urban Progress Association in the implementation of
this plan.
SECTION 2 , This Resolution shall be in full force
and effect from and after its adoption.
