ORDINANCE NO. 19,240
AN ORDINANCE WAIVING COMPETITIVE BIDS AND
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH MOTOROLA FOR THE PURCHASE OF
EQUIPMENT AND SERVICES IN THE AMOUNT OF $9,357,185.00 AS
A SOLE SOURCE PROVIDER OF EQUIPMENT FOR THE CITY'S 800
MHZ RADIO SYSTEM; AND FOR OTHER PURPOSES.
WHEREAS, the City's 800 MHZ analog radio system was competitively bid and
purchased from Motorola in 1990 at a cost of $8 million dollars; and
WHEREAS, it was state -of -the art fourteen (14) years ago and is now out -dated
technology that is unreliable and difficult to maintain; and
WHEREAS, the City wants to begin the migration from analog to digital
technology; and
WHEREAS, Motorola has served as the sole source provider of radio equipment
and maintenance services for the past fourteen (14) years; and
WHEREAS, Motorola's proprietary Smartnet Trunking equipment and software
is the only radio equipment that is fully and reliably compatible with our current radio
system infrastructure.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City Manager is authorized to enter into an agreement for
equipment and services with Motorola in the amount of $9,357.185 for radio system
improvements.

I Section 2. The City Manager is authorized to waive competitive bidding and
2 declare Motorola as a sole source provider of the City's 800 MHZ Radio System
3 components.
4 Section 3. Severability. In the event any title, section, paragraph, item,
5 sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid
6 or unconstitutional, such declaration or adjudication shall not affect the remaining
7 portions of the resolution which shall remain in full force and effect as if the portion so
8 declared or adjudged to be invalid or unconstitutional was not originally a part of the
9 resolution.
10 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same
11 that are inconsistent with the provisions of this resolution are hereby repealed to the
12 extent of such inconsistency.
