RESOLUTION NO. 3,475
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PREPARE AND SUBMIT AN APPLICATION TO THE
HOUSING AND HOME FINANCE ADMINISTRATOR UNDER
TITLE VII OF THE HOUSING ACT OF 1961 FOR A
GRANT TO ASSIST THE CITY OF LITTLE ROCK IN THE
ACQUISITION AND DEVELOPMENT OF CERTAIN OPEN
SPACE, PARK AND RECtEATIONAL AREAS; AND FOR
OTHER PURPOSES.
WHEREAS, Title VII of the Housing Act of 1961 as
amended provides for the making of grants by the Housing and
Finance Administrator to States and local public bodies to
assist them in the erection and development of permanent
interests in land for open space uses where such assistance is
needed for carrying out a unified or officially coordinated
program for the provision and development of open-space land
as part of the comprehensively pled development of the urban
4 area; and,
WHEREAS, the City of Little Rock, Arkansas (herein
sometimes referred to as "Applicants' ) desires to acquire and
develop certain lands known as Gum Springs Park which lands
are to be held and usedfor permanent open space land as a
park and recreational area; and,
WHEREAS, Title VI of the Civil Rights Act of 1964
and the regulations of the Housing and Home Finance Agency
effectuating that Title, provide that no person is to be
discriminated against because of race, color, or national
origin in the use of the land acquired and developed; and,
WHEREAS, it is estimated that the cost of acquiring
and developing said land will be Eighty Thousand and no/100
Dollars ($80,000.00) .
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIREC`i'ORS OF THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. That an application be made to the
Housing and Home Finance Agency for a grant in an amount
authorized by Title VII of the Housing Act of 1961, as amended,
which amount is presently estimated to be Forty Thousand and
no/100 Dollars ($40,000.00) and that the City of Little Rock
will pay the balance of the costs from other funds available
to it.
SECTION 2. That the City Manager is hereby authorized
and directed, in addition to executing and filing such appli-
cation with the Housing and Home Finance Agency, to provide
additional information and to furnish such documents as may be
required by said agency, to execute such contracts as are
required by said agency, and to act as the authorized corres-
pondent of the City of Little Rock.
SECTION 3. That the proposed acquisition and develop-
ment is in accordance with plans for the allocation of land
for open-space uses, and that, should said grant be made, the
City of Little Rock will acquire, develop, and retain said
land for the uses designated in said application and approved
by the Housing and Home Finance Agency.
SECTION 4. That the United States of America and
the Housing and Home Finance Administrator be, and they hereby
are, assured of full compliance by the City of Little Rock with
regulations of the Housing and Home Finance Agency effectuating
Title VI of the Civil Rights Act of 1964.
SECTION 5. This resolution shall be in full force and
effect from and after its adoption.
