RESOLUTION AMENDING CERTAIN RESOLUTIONS ADOPTED BY
THE CITY BOARD OF DIRECTORS CONCERNING THE COLISEUM
URBAN RENEWAL PROJECT AND THE HANGER HILL PROJECT
AND APPROVING AN AMENDMENT TO THE COOPERATION AGREE-
MENT, DATED JULY 7, 1964, BY AND BETWEEN THE HOUSING
AUTHORITY AND THE CITY OF LITTLE ROCK, ARKANSAS,
CONCERNING THE COLISEUM URBAN RENEWAL PROJECT
WHEREAS, heretofore, the Board of Directors of the City of Little
Rock, Arkansas, adopted certain resolutions in connection with the
Coliseum Urban Renewal Project and the Hanger Hill Project; and
WHEREAS, due to recent federal legislation, it is necessary to
amend certain parts of said resolutions; and
WHEREAS, due to changing conditions, it is necessary to amend the
amount of survey and planning funds approved in the resolution concerning
the Hanger Hill Project; and
WHEREAS, this Board of Directors desires to execute an Amendment
to the Cooperation Agreement dated July 7, 1964, by and between the
Housing Authority and the City of Little Rock, Arkansas, in connection
with the Coliseum Urban Renewal Project ;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS, that:
Section 1. The last WHEREAS clause of Resolution No. 3,178 is
hereby amended to read as follows:
"WHEREAS, the governing body is cognizant of the conditions
that are unposed in the undertaking and carrying out of
urban renewal projects with Federal financial assistance
under Title I , including those prohibiting discrimination
because of race, color, creed or national origin."
Section 2. A new WHEREAS clause is hereby added to Resolution No.
3,178 to read as follows:
"WHEREAS, Title VI of the Civil Rights Act of 1964,
and the regulations of the Housing and Home Finance
Agency effectuating that Title, provide that no
person shall, on the ground of race, color or national
origin, be excluded from participating in, be denied
the benefits of, or be subjected to discrimination in
the undertaking and carrying out of urban renewal pro-
jects assisted under Title I of the Housing Act of 1949 ,
as amended."
Section 3. A new paragraph is hereby added to Resolution No. 3,178
to read as follows:
"Section 10. That the United States of America and the
Housing and Home Finance Administrator be, and they hereby
are, assured of full compliance by the City of Little Rock,
Arkansas, with regulations of the Housing and Home Finance
Agency effectuating Title VI of the Civil Rights Act of 1964."
Section 4. Section 3 of Resolution No. 3,211 is hereby amended to
read as follows :
"Section 3. That it is cognizant of the conditions that
are imposed in the undertaking and carrying out of urban
renewal projects with Federal financial assistance under
Title I, including those relating to (a) the relocation
of site occupants ; (b) the provision of local grants-in-
aid; (c) the prohibitation of discrimination because of
race, color, creed or national origin; and (d) the require-
ment that the locality present to the Housing and Home
Finance Administrator, as a prerequisite to approval of
the application described below, a workable program for
community improvement, as set forth in Section 101(c) of
Title I , for utilizing appropriate public and private re-
sources to eliminate and prevent the development or spread
of slums and urban blight."
Section 5. A new WHEREAS clause is hereby added to Resolution No.
3,211 to read as follows:
"WHEREAS, Title VI of the Civil Rights Act of 1964, and
the regulations of the Housing and Home Finance Agency
effectuating that Title, provide that no person shall,
on the ground of race, color or national origin be excluded
from participation in, be denied the benefits of, or be
subjected to discrimination in the undertaking and carry-
ing out of urban renewal projects assisted under Title I
of the Housing Act of 1949, as amended."
Section 6. A new paragraph is hereby added to Resolution No. 3,211
to read as follows:
"Section 8. That the United States of America and the
Housing and Home Finance Administrator be, and they hereby
are, assured of full compliance by the City of Little Rock,
Arkansas, with regulations of the Housing and Home Finance
Agency effectuating Title VI of the Civil Rights Act of
1964."
Section 7 . The amount of survey and planning funds approved in
Resolution No. 3,211 is hereby amended to One Hundred and Forty Seven
Thousand Three Hundred and Eighty Two Dollars ($147,382.00) .
Section 8. The Mayor and City Clerk are hereby authorized to
execute an Amendment to the Cooperation Agreement, dated July 7, 1964,
by and between the Housing Authority and the City of Little Rock,
Arkansas, concerning the Coliseum Urban Renewal Project.
Section 9. All other paragraphs, clauses and sections of Resolu-
tions Nos. 3,178 and 3,211 will remain unchanged.
