3 A RESOLUTION TO DESIGNATE THE NATIONAL INCIDENT
4 MANAGEMENT SYSTEM (NIMS) AS THE BASIS FOR ALL
5 INCIDENT MANAGEMENT IN THE CITY OF LITTLE ROCK;
6 AND FOR OTHER PURPOSES.

8 WHEREAS, Homeland Security Presidential Directive /HSPD -5 establishes the
9 National Incident Management System (NIMS), and
10 WHEREAS, the Board of Directors of the City of Little Rock believes it is the best
11 interest of the City of Little Rock that the National Incident Management System
12 (NIMS) be adopted, and
13 WHEREAS, the NIMS establishes a single, comprehensive approach to domestic
14 incident management to ensure that all levels of government across the nation have the
15 capability to work efficiently and effectively together using a national approach to
16 domestic incident management, and
17 WHEREAS, the NIMS provides a consistent nationwide approach for federal,
18 state and local governments to work together to prepare for, respond to, and recover
19 from domestic incidents regardless of the cause, size or complexity, and
20 WHEREAS, the NIMS provides for interoperability and compatibility among
21 federal, state and local capabilities and includes a core set of concepts, principles,
22 terminology and technologies covering the incident command system, unified
23 command, training, management of resources and reporting, and
24 WHEREAS, beginning October 1, 2004, all federal departments and agencies
25 shall make adoption of the NIMS a requirement for providing federal preparedness
26 assistance through grants, contracts or other activities to local governments;

I NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
2 THE CITY OF LITTLE ROCK, ARKANSAS:
3 Section 1. The City of Little Rock hereby adopts the National Incident
4 Management System (NIMS) and its principles and policies as its framework of
5 preparation for and response to all domestic incidents.
6 Section 2. The Board of Directors hereby places full responsibility upon the City
7 Manager to ensure all City of Little Rock departments become familiar with, learn, and
8 apply NIMS as an integrated part of core emergency management doctrine, and to
9 utilize the Incident Command System in the management of all emergency incidents.
