A RESOLUTION CONSTITUTING THE HEALTH AND
WELFARE COUNCIL, AN AGENCY OF THE UNITED
FUND OF PULASNI COUNTY, AS THE COORDINATING
AGENCY OF THE CITY OF LITTLE ROCK IN RESPECT
TO PARTICIPATION BY LITTLE ROCK IN THE
UNITED STATES ANTI-POVERTY PROGRAM; AND FOR
OTHER PURPOSES.
WHEREAS, the City of Little Rock desires to participate
to the greatest extent possible in efforts to eradicate the
conditions which cause and perpetuate poverty within the City
of Little Rock; and
WHEREAS, assistance through grants in aid and other forms
of aid are available to local communities under an Act of Con-
gress entitled "Economic Opportunity Act of 1964, " No. 88-452;
and
WHEREAS, in order that this City may move toward the goal
of eradication of poverty to the extent possible by receiving
assistance under the said Act of Congress, it is necessary
that a workable ?lan be developed and that an agency be appointed
and designated to assist in developing such a plan ; and
WHEREAS, the Health and .Jelfare Council, an agency of the
United Fund of Pulaski County, Arkansas, is capable of serving
as a coordinating agency and of giving valuable assistance in
developing a workable program toward such goals and will accept
the appointment as such by the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF LITTLE :ROCK,
ARKANSAS :
SECTION 1. The Health and Welfare Council, an agency of
the United Fund of Pulaski County, Arkansas, is hereby constituted
and appointed as the coordinating agency for the City of Little
Rock to do all things necessary and proper in the development of
a workable plan under which the City of Little Rock can actively
participate in the eradication of conditions leading to or per-
petuating poverty within this community and to make reports and
recommendations periodically to the City Manager in connection
therewith.

SECTION 2. The Health and ;lelfare Council shall not
obligate the City of Little Rock to pay out any funds or to
incur any expenses in connection with the development of an
anti-poverty program for the City of Little Rock except with
the express consent of the Board of Directors of this City and
any program or recouiuiended program developed by the said Health
and Welfare Council shall, before it goes into effect or execu-
tion, be approved by this Board of Directors.
SECTION 3. This resolution shall be in full force and
effect from and after its adoption .
