A RESOLUTION AUTHORIZING THE PARTIAL OCCUPANCY OF A
PORTION OF CAPITOL AVENUE FOR A STATED PERIOD OF TIME
BY DOWNTOWN LITTLE ROCK UNLIMITED, INC. , FOR CERTAIN
PROMOTIONAL PURPOSES; AND FOR OTHER PURPOSES.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS :
SECTION 1. Downtown Little Rock Unlimited, Inc. , is hereby
granted a license and franchise to use and occupy a certain portion
of Capitol Avenue, hereinafter described, from 8:00 A.M. until
4 :30 P.M. on June 8, 1963, for purposes of establishing displays
along and within the street right-of-way, including parking area,
in the promotion of "Play in Arkansas" and of the recreational
merchandise available within the downtown area of Little Rock,
Arkansas and elsewhere within this State.
SECTION 2. The area made subject of the license and fran-
chise herein granted shall be Capitol Avenue between Main Street
and the alley existing immediately East of Main Street.
SECTION 3. The restrictions and conditions upon this
license and franchise are and shall be that Downtown Little Rock
Unlimited, Inc. , will at all times maintain the center of Capitol
Avenue within the described area free and clear of any equipment,
construction, vehicles, or other physical objects so that access
may be had within the area by firefighting apparatus or police
vehicles, or both. that Downtown Little Rock Unlimited, Inc. ,
will pay a reasonable sum for the use and occupancy of the parking
spaces along side the described portion of Capitol Avenue° and
that Downtown Little Rock Unlimited, Inc. , will maintain all
reasonable and adequate safeguards, including signs, barricades,
flags or other traffic control devices, and do any and all other
things that may be required by the Chief of Police and the
Director of the Department of Community Development to insure

the safety of persons traveling about the area from physical
harm or property damage directly or proximately as the result
of the use and occupancy of the aforedescribed portion of
Capitol Avenue.
SECTION 4. This resolution shall be in full force and
effect from and after its adoption.
